REPORT IN BRIEF

Considers approving the Wahnetta Hall Trust Funds application of the Kiwanis Club of Greater Merced in the amount of $6,337 to be used to operate and maintain the train at Kiddieland in Applegate Park.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Approving an allocation of the 2020 Wahnetta Hall Trust funds of $6,337 to the Kiwanis Club of Greater Merced; and,

 

B.  Authorizing a supplemental appropriation of $221 from the unreserved fund balance of Fund 795 - Wahnetta Hall Trust Fund to account 795-1903-592-29-00; and,

 

C.  Authorizing the City Manager or the Assistant City Manager to execute the necessary documents.

CITY COUNCIL PRIORITIES

As provided for in the 2019-20 Adopted Budget.

 

DISCUSSION

The Wahnetta Hall Trust fund was established in 1995. The trust provisions require that the City of Merced use a specific portion of the trust for an endowment fund with income being used to establish and maintain a mini-train system and/or band concert program in Applegate Park.  In this fiscal year, there is $7,898 available to be disbursed. Kiwanis Club of Greater Merced received an allocation of $1,561 on September 30, 2019.  Of the $7,898 available, there is $6,337 remaining to be allocated.

 

On March 11, 2020, the Parks and Recreation Department mailed letters of invitation to apply for the 2020 Wahnetta Hall Trust funds to recipients from previous years and other possible interested parties. These included: the Merced County Arts Council, the Kiwanis Club of Greater Merced, the Merced Symphony Association, the Hispanic Chamber of Commerce, the Merced College Concert Band, Merced Marching 100, Golden Valley High School Band, El Capitan High School Band, The UC Merced Bobcat Band, and Merced Art Hop, Tenaya School Band, Hoover School Band, Cruickshank School Band, Rivera School Band. The department also sent a press release to the local media notifying the public of the pending trust distribution.

 

This year one organization submitted an application, the Kiwanis Club of Greater Merced.  Kewanis Club of Greater Merced will receive the available fund in the amount of $6,337 to be used to operate and maintain the train at Kiddieland in Applegate Park.

 

Under normal circumstances, the Recreation and Parks Commission would hear and vote to approve the distribution at a regular meeting. However, due to the current Coronavirus pandemic, the Commission has not been meeting and thus was unable to review this application. Therefore, it remains the sole decision of the Council to decide if the Kiwanis Club of Greater Merced has met the provisions of the trust, and submitted a complete application in order to be approved for the distribution of the entire amount available of $6,337.

 

IMPACT ON CITY RESOURCES

Awarded amount will be paid out of Fund 795 Wahnetta Hall Trust Fund.
