DISCUSSION
On January 19, 2010, City Council approved the job description and salary range for Public Works Director to allow for two incumbents in the position. This was due to organizational needs and personnel availability at that time. At this time both positions are expected to be vacant and it is recommended that the position be revised back to the single incumbency.
The job description was revised to combine Operations functions and Water Resources and Reclamation functions under a single position. The salary range was reduced in 2010 due to the fact that the responsibility for the department was shared.
The reorganization in 2010 achieved the goals established for the two departments. First, the operations department was able to improve the efficiency of each organizational unit. Second, the separation of water, sewer, and storm drainage allowed for a greater focus on water resources planning and gaining compliance with the state’s storm drainage requirements.
The organizational structure approved in the fiscal year 15-16 budget will add a water engineer position in order to continue the City’s water resources planning process. The establishment of the water engineer classification will come before the Council at a later date.
The salary range has been adjusted to reflect the range received prior to the splitting of the position and to reflect any subsequent pay adjustments. The proposed Salary Range is 875 ($9490.63 - $11535.92 per month).
IMPACT ON CITY RESOURCES
No appropriations will be necessary.
