SUBJECT: Adoption of a Resolution Authorizing the City Manager to Submit a Grant Application to the California Strategic Growth Council to Fund the Transformative Climate Communities Program Planning Grant

Considers the adoption of a resolution authorizing submittal of a grant application to the California Strategic Growth Council for the Transformative Climate Communities Program Planning Grant. No matching funds are required.
RECOMMENDATION
City Council - Adopt a motion:
A. Adopting Resolution 2023-62, a resolution of the City Council of the City of Merced, California, authorizing submittal of grant proposal for Transformative Climate Communities Planning Grant; and,
B. Authorizing the City Manager or the Deputy City Manager to execute the necessary documents.

DISCUSSION
The Transformative Climate Communities Program (TCC), established by AB 2722 (Burke, 2016), invests in community-led climate resilience projects in the state’s most overburdened communities. The program objectives are to reduce greenhouse gas emissions, improve public health and the environment, and support economic opportunity and shared prosperity. The Planning Grants intend to support planning activities to prepare disadvantaged communities for future funding opportunities in programs that align with the TCC Program’s objectives. Planning activities will focus on responding to planning issues or priorities that directly benefit low-income and disadvantaged communities. TCC Planning Grants support planning activities to advance community-led goals and projects.
$900,000 is available for three planning grant awards for round 5 of this TCC program. The maximum an applicant can apply for is $300,000. TCC Planning Project activities will create community-driven initiatives to improve neighborhood conditions, economic development, more defined land uses, coordinated infrastructure improvements, and expanded services in south Merced.
IMPACT ON CITY RESOURCES
No appropriation of funds is required at this time. Should the grant be awarded, the award notice will be presented to the City Council for future action. There is no required local match for this grant program.
