SUBJECT: Adoption of Resolution Approving the Administering Agency State Program Supplement No. F039 and Agreement Summary (E-76) for a Carbon Reduction Program (CRPL) Grant CML-5085(062), (Project No. CP250055), CRPL-Melody Lane Sidewalk Project for the use of $36,679 in CRPL Grant Funding for Preliminary Engineering for the Melody Lane Sidewalk Project

Considers a resolution approving a California Department of Transportation Program Supplement for the use of $36,679 in CRPL Grant funding for Preliminary Engineering for the Melody Lane Sidewalk Project.
RECOMMENDATION
City Council - Adopt a motion:
A. Adopting Resolution 2024-88, a Resolution of the City Council of the City of Merced, California, approving Federal-Aid Projects Program Supplement Agreement No. F039; and,
B. Accepting CRPL grant funds in the amount of $36,679 for preliminary engineering costs associated with the design of the Melody Lane Sidewalk Project; and,
C. Approving a budget amendment in the amount of $36,679 by increasing revenue and appropriating the same in Fund 5005-Street and Signal CIP (Project No. CP250055); and,
D. Approving the use of pooled cash until reimbursement is received from the grant; and,
E. Authorizing the City Manager to execute the necessary documents; and,
F. Authorizing the Finance Director to make the necessary budget adjustments.

Caltrans Procedures for Administering Local Grant Projects in the State Transportation Improvement Program (STP) are used to comply with the changes to the programming and funding statutes brought about by Charter 622 of the Statues of 1997 (SB 45, KOPP). The procedures have been modified to remain consistent with and complimentary to the various guidelines and policies adopted by the California Transportation Commission (CTC), including the current 2010 STP Guidelines
(adopted on October 14, 2009).

DISCUSSION
In September 2023, the City applied for Carbon Reduction Program (CRP) funds to install sidewalks with curb and gutter on both the north and south side of Melody Lane from G Street to Arch Rock Street. The project would also include upgrading the ADA ramps at the corner of G Street and Melody Lane.
The purpose of the project is to provide a safe path of travel to school and local businesses for residents and children in the area.
This portion of the project is for Preliminary Engineering, which will allow for design, prepare engineering plans and specifications, environmental review, and public outreach. The Federal-Aid Projects Program Supplement Agreement No. 039-F allows $36,679 in grant funds and a local match of $4,754 toward the Preliminary Engineering of this project.
IMPACT ON CITY RESOURCES
Staff recommends accepting grant funds from the State of California adopted Caron Reduction Program (CRPL), increasing revenue in Fund 5005 in the amount of $36,679 and appropriating the same to Fund 5005 -CP250055 for related design costs. Additionally, Measure V Funds will be used as the matching funds requirement in the amount of $4,754.
This budget amendment will require an affirmative vote of five council members to pass.
