SUBJECT: Adoption of a Resolution Assuring Timely Delivery for the 2024 Congestion Mitigation and Air Quality (CMAQ) Program Applications with Merced Association of Governments (MCAG)
REPORT IN BRIEF
Considers adopting a resolution assuring timely delivery of the 2024 Congestion Mitigation and Air Quality (CMAQ) program applications for two sidewalks projects in the City of Merced.
RECOMMENDATION
City Council - Adopt a motion:
A. Adopting Resolution 2024-103, a Resolution of the City Council of the City of Merced, California, Assuring Timely Delivery for the 2024 Congestion Mitigation and Air Quality (CMAQ) Program Applications with Merced Association of Governments (MCAG); and,
B. Authorizing the City Manager to execute all necessary documents.

DISCUSSION
In August 2024, Merced Association of Governments (MCAG), released their next call for projects for the Congestion Mitigation & Air Quality (CMAQ) and Carbon Reduction Program (CRP) programs. There is approximately $8.5 million available for the entire county for this call for projects.
On September 10, 2024, the Engineering Department held a Community Input meeting to gather public input and suggestions on priorities throughout the City to create qualifying projects. Staff presented potential areas for new sidewalk installation throughout Merced.
At the October 7, 2024, City Council meeting, staff presented potential eligible projects with information gathered from the community input meeting and the necessity of sidewalk infill across the City. Council directed staff to apply for two sidewalk projects, one located in North Merced on Yosemite Avenue and Community College Drive, and one located in South Merced on West Avenue, Home Avenue, and Fig Avenue. The applications were submitted on October 11, 2024, to MCAG, and are attachments A and B to this resolution.
One of the application requirements is to provide an Assurance of Timely Delivery of Programmed Projects declaring that the City is committed to delivering the projects with the requested funds and within the schedules as submitted. This resolution is due to MCAG no later than November 20, 2024.

No impact on City resources at this time.
