RECOMMENDATION

City Council - Adopt a motion:

 

A.  Waiving the competitive bidding requirements, as stated in Section 3.04.210 of the Merced Municipal Code due to sole source; and,

 

B.  Authorizing the City to purchase the requested bomb equipment through ICOR Technology for equipment and training costs not to exceed $196,448.21; and,

 

C.  Authorizing the City Manager or Deputy City Manager to execute any necessary contracts or documents needed related to this report.

DISCUSSION

It is essential to upgrade the current bomb robot, Remotec F6A currently being used by the Police Department Bomb Squad with an updated robot.  The robot is an essential piece of equipment to prevent unnecessary risk to Bomb Technician, SWAT operators and the public.  

 

The bomb robot currently in use was originally purchased in March of 2005 and has been repaired several times to stay in operation to meet the needs of community.

This report covers the purchase and training of the bomb robot including the optional hardware specifically for the ICOR Flex Robot chassis.

 

The total project costs are outlined below.  The costs are separated by the essential hardware, software and installation costs, and the optional software and service agreements.  The additional software and support agreements will cover the equipment for years two through five.

The Police Department would like to purchase all equipment through a sole-source purchase with ICOR Technology.

 

IMPACT ON CITY RESOURCES

There is no budget appropriation of funds needed for this purchase.  One -time funding in the amount of $197,000 was budgeted in Fund 083 Measure Y-Police 20% as part of the FY2021-22 approved budget.
