REPORT IN BRIEF

Consider awarding a construction contract to Mid Cal Pipeline & Utilities, Inc. in the amount of $651,016.50 for the (CMAQ) Construct Sidewalks 7th Street, 8th Street and Linda Lane Project.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Awarding the (CMAQ) Construct Sidewalks 7th Street, 8th Street, and Linda Lane Project 119070 to Mid Cal Pipeline & Utilities, Inc., in the amount of $651,016.50; and,

 

B.  Authorizing the City Manager or Deputy City Manager to execute the necessary documents and to approve change orders not to exceed 10% of the total contract; and, 

 

C.  Authorize the Finance Officer authorization to make necessary budget adjustments.

AUTHORITY

Charter of the City of Merced, Article XI, Section 1109 - Contracts on Public Works, and Merced Municipal Code Chapter 3.04, Article IV - Public Works Contracts.

 

CITY COUNCIL PRIORITIES

As provided for in the 2021-22 Adopted Budget.

 

DISCUSSION

The work to be done consists, in general, of the installation of sidewalks, driveway approaches and wheelchair ramps on both sides of Linda Lane from 7th Street to Lopes Avenue, on both sides of 8th Street from Linda Lane to West Avenue and on the north side of 7th Street from Linda Lane to West Avenue.

 

Staff prepared plans and specifications, and the project was advertised for bids. Bids were opened on November 30, 2021, with the following results:

 

1. Mid Cal Pipeline & Utilities, Inc., Merced, CA                     $ 651,016.50

2. TBS Contractors, Merced, CA                     $ 660,543.90

3. George Reed, Inc., Modesto, CA                     $ 717,096.00

4. United Pavement Maintenance, Inc, Hughson, CA                     $ 760,594.48

5. FBD Vanguard Construction, Inc., Livermore, CA                     $ 795,565.00

6. Avison Construction, Inc., Madera, CA                     $ 879,289.00

 

The engineer’s estimate for construction was $600,000.00.

 

The following is the proposed budget for the project:

$   19,530.50

TOTAL:

$  735,648.65

 

IMPACT ON CITY RESOURCES

This project was established as a Capital Improvement Project to be funded by Measure V and CMAQ funds that contain sufficient funding to complete the project.
