REPORT IN BRIEF

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Approving Property Access License between CC915, Inc., a Florida for profit-corporation and City of Merced for property located at 73 S. R Street, APN No. 059-256-004 in a form subject to review by the City Attorney; and,

 

B.  Authorizing the City Manager or Deputy City Manager to execute all related documents to implement this action.

DISCUSSION

The City of Merced is the Housing Successor Agency (HSA) to the former Merced Redevelopment Agency (RDA).  After the dissolution of the former RDA in 2011, ten parcels of vacant land were transferred to the HSA.  The properties are scattered throughout the City, with nine sites near Downtown Merced and one located at 73 South R Street.

 

In October 2021 the City Council provided direction to enter into Exclusive Negotiation Agreements (ENA) with three affordable housing partners to further the proposed affordable housing projects at the various locations.

 

Specific to the 73 S. R Street location the City Council approved a Resolution authorizing the City and CC915 Merced, Inc. to submit an application to the State of California Department of Housing and Community Development (HCD) Homekey Program to provide construction funding for permanent supportive housing units for Veteran’s.  The State has notified the award of the funds in Spring 2022 in the amount of $4.4 million.  Actions are now underway to implement the project.

 

The Property Access License provides a mechanism for the developer to access the site to inspect, test, conduct investigations, and preliminary work.  This is an interim step until the property transaction occurs which will be done through the execution of a Disposition Development Agreement (DDA) which will be agendized on a future City Council agenda.
