Title
SUBJECT: Review Youth Service Provider 1st Quarter Reports in Consideration of their use of City Recreational Facilities.
REPORT IN BRIEF
Staff are providing the quarterly reports submitted by Youth Service Providers to report program efforts to the Recreation and Parks Commission in consideration of their use of each facility. These quarterly reports reflect the efforts made to program in the Youth Center awarded to the Provider.

DISCUSSION
The Recreation and Parks Commission and City Council have developed an interest in additional oversight of the use of City Recreational Facilities to ensure investments are in alignment with the mission of the Parks and Community Services Department. The terms of use for recreational facilities are guaranteed for three years with the potential to extend use to Providers for an additional two years, based on lessee performance. The exception to this is the agreement with Boys and Girls Club of Merced County for the use of the McCombs Youth Center which is a 5 year lease with the potential to extend another 5 years.
Quarterly reports were developed to serve several functions including but not limited to assisting Providers to report their efforts, standardize the collection of information determined to be important in regards to the use of Recreation Facilities, and to assist in the decision-making process when considering requests for contract extensions by current Providers or recommendations by the City to terminate an agreement.
The attached reports were provided to the Director of Parks & Community Services to share with Commission. These reports reflect the services provided in Quarter 1 (July 1, 2025- September 30, 2025).
Reports were Provided by Challenged Family Resource Center, Boys and Girls Club of Merced County, LifeLine CDC and Restorative Justice League.
