Considers approving a MOA between the City of Merced Police Department and the University of California Merced Police Department. This is a no cost agreement that outlines operational responsibilities between the two departments.
RECOMMENDATION
City Council – Adopt a motion:
A. Approving of a Memorandum of Agreement with the City of Merced Police Department and the University of California Merced Police Department; and,
B. Authorizing the City Manager to execute the necessary documents.

DISCUSSION
The purpose of this Memorandum of Agreement (MOA) between the Merced Police Department (MPD) and the University of California Merced, Police Department (UCMPD) is to formally define and strengthen the operational responsibilities, communication protocols, and collaborative working relationship between the two agencies.
The agreement establishes clear guidelines for handling law enforcement responsibilities in areas where the departments have concurrent jurisdiction, including the UC Merced campus and adjacent city areas. It ensures that crimes occurring on UC Merced property are promptly reported, investigated, and addressed while maintaining compliance with state and federal requirements such as the California Education Code, the Clery Act, and Title IX.
The MOA promotes mutual aid and agency assistance during both routine and critical incidents, outlines communication and crime statistic sharing practices, and emphasizes joint training opportunities to improve readiness and effectiveness. This partnership fosters enhanced safety for UC Merced students, staff, faculty, and visitors, while also supporting the City of Merced community.
Approval of this MOA will reaffirm the City’s commitment to collaborative policing, public safety, and efficient use of law enforcement resources.
