REPORT IN BRIEF

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Deeming the G Street Water Transmission Line and Roadway Rehabilitation, from Bear Creek Drive to Park Avenue Project to be of urgent necessity for the preservation of life, health, or property based on the finding of facts; and,

 

B.  Approving the emergency Statement of Services for Project 121053 with TBS Contractors, including subsequent change orders, in the total amount of $775,000.00; and,

 

C.  Authorizing the City Manager to execute the necessary documents.

DISCUSSION

On April 30, 2021, City of Merced Public Works, Water Division, was called out for a water main break on the south bound lanes of G Street between North Bear Creek Drive and Park Ave.

 

Upon arrival there is a heavy stream of water flowing down G Street and Park Avenue. The Water Division was on site managing the water main break and Public Works Staff was working on cleaning up the debris and preventing water from entering the storm system.

 

Site reconnaissance was performed to determine the amount of damage caused by the water main break. The Water Division indicated that the break was a 12” diameter water main. The water main was also near a gas main which caused a great concern. We immediately called Pacific Gas and Electric (PG&E) and notified other utility companies to perform a stand-by.

 

There was also possible water damage to neighboring properties. Engineering and Water Division staff contacted each available tenant to document and take photos of any possible water damage. 

 

During the inspection of G Street, damage had been reported that caused the street to uplift approximately 6” in some areas, created sinkholes in other areas, and uplifted and depressed sidewalk, curb, and gutter. At the time, it was not feasible to determine the extent of the damage that had occurred under the roadway and sidewalks. The roadway and sidewalk were unsafe for the public to access.  While the site was properly barricaded, the public continued to use the sidewalks and ride bikes down the street, posing a public health and safety hazard.

 

The design, advertising, bidding, and project award would take an average of 8 to 10 months to complete. Rehabilitation for the water main and roadway was immediately necessary due to the uncertain condition of the existing water main and damage that occurred in the roadway, curb, gutter, and sidewalks.  Additionally, the proximity of the PG&E gas main to the water main posed a further public health and safety risk to surrounding businesses and homes.

 

In accordance with MMC 3.04.330, it was requested that the southbound G Street, Park Avenue to Bear Creek Drive, Water Transmission Line Replacement and Road Rehabilitation (including curb, gutter, and sidewalk) project be declared a local emergency project in order for work to commence on the morning of May 3, 2021, protecting the City’s drinking water supply and to allow for safe passage of vehicles and pedestrians.  

 

Under MMC 3.04.330, the City may dispense with the formal bidding process and immediately bring on a general contractor to facilitate the repair and rehabilitation.  TBS Contractors (TBS) of Merced, California was called in to perform and charge the City on a Time and Materials basis for the work.  TBS Started the project on May 3, 2021 and is awaiting formal approval form the City Council to complete the work.

IMPACT ON CITY RESOURCES

Funding for the G Street Water Transmission Line and Roadway Rehabilitation, from Bear Creek Drive to Park Avenue Project was provided for from Fund 557 - Water System Enterprise Fund.  To date, $442,661.86 has been paid for the project.
