REPORT IN BRIEF
Authorizes an agreement for sewer facility design services for the Cooper Avenue Lift Station located in the West Merced Industrial District.
RECOMMENDATION
City Council - Adopt a motion approving an agreement for professional services with Provost and Pritchard Engineering Group, Inc., in the amount of $97,170 for engineering design services; and, authorizing the City Manager or Assistant City Manager to execute the necessary documents.

Services with an estimated value greater than $29,000.00 are made by written contract in accordance with Merced Municipal Code, Title 3 - Revenue and Finance, Chapter 3.04.
California Government Code Section 4526 - Selection of a firm to perform engineering services shall be on the basis of demonstrated competence and on the professional qualifications necessary for satisfactory performance.

DISCUSSION
Cooper Avenue Lift Station
The Cooper Avenue Lift Station is located approximately 2200 feet west of the intersection of Cooper Avenue and Highway 59 in the City’s Western Industrial District. The Station receives wastewater from the surrounding businesses that then flows easterly along Cooper Avenue, south along Highway 59, and eventually to the Wastewater Treatment Plant located 2.5 miles southwest of the City.
The Station is experiencing excessive pump cycling, with associated increased maintenance costs, and it is under-capacity for the quantity of received wastewater. In addition, the facility does not have an emergency backup generator. In the case of a power outage, Public Works staff must transport and monitor a mobile emergency generator to ensure proper station operation. Staff recommend replacing the approximately 38-year old sewer facility with a new lift station in the same location.
Request-for-Proposals
Staff solicited proposals to design a new sewer lift station from consulting firms with relevant engineering design experience. Five firms submitted proposals as of the suspense date. An evaluation committee was convened consisting of five (5) staff members from the Public Works Wastewater and Engineering Divisions. Each member rated the proposals by granting up to 100 points on criteria including, but not limited to: staff qualifications technical experience, technical work approach and completeness. Shown below are the proposals combined scores out of a maximum possible of 500 total points:

The evaluation committee noted that the top three scoring proposals were clearly superior, and that their scores varied by only 2% of the total possible 500 points. Because the proposals varied in scope of work elements the evaluation committee was unable determine a preferred choice. To resolve this situation the top three scoring proposers above were asked to re-submit their proposals under the following conditions:
• Work tasks were clarified so the proposers were addressing, insofar as possible, the same scope-of-work requirements.
• The proposers were informed that they were considered pre-qualified for engineering design experience and that their fee proposal (cost) would be the determinant factor.
The second round of submittal results were:

Staff recommend awarding the design contract to Provost & Pritchard Consulting Group, Inc.
The contract scope-of-work under consideration includes:
• Evaluating current conditions at the Cooper Lift Station site;
• Evaluation of power requirements and selection of a backup emergency generator;
• Cost analysis of various design elements;
• Preparation of an evaluation and recommendation report;
• Preparation of Plans, Specifications and Engineer’s Cost Opinion for the construction of the lift station;
• Performing bidding and construction oversight support.
The Provost & Pritchard Consulting Group, Inc. fee proposal for completing the above tasks is for the not-to-exceed sum of $97,170.
Staff will request authorization from the City Council at a future date to award the new lift station construction contract.
IMPACT ON CITY RESOURCES
This project was established as a Capital Improvement Project and account 553-1108-637.65-00-114004 contains sufficient funding to complete the project.
