SUBJECT: Confirm Well 18 Repairs as an Urgent Necessity for the Preservation of Life, Heath and Property, and Ratify a Statement of Services Contract with Shannon Pump Company in the Amount of $211,548.84
REPORT IN BRIEF
Staff requests City Council to confirm an urgent Statement of Services Contract with Shannon Pump Company for repairs necessary to return Well 18 to service, which was determined an urgent necessity due to multiple wells being out of service simultaneously.
RECOMMENDATION
City Council - Adopt a motion:
A. Declaring that the repair and return to service of Well 18 constitutes an urgent necessity for the preservation of life, health and property; and,
B. Ratifying the emergency Statement of Services Contract with Shannon Pump Company, including subsequent change orders, in the amount of $211,548.84 for Well 18 Repairs; and,
C. Authorizing the City Manager or Deputy City Manager to execute the necessary documents; and,
D. Authorizing the Finance Officer to make the necessary budget adjustments.

DISCUSSION
Wells 20 and 18 have been simultaneously taken out of service. Well 20 experienced unknown adverse conditions and is out of service pending resolution of the problem; a separate Statement of Service has been issued for the Well 20 repairs. Well 18 experienced a catastrophic failure of the turbine pipe causing it to be taken out of service.
To address the urgent condition of having a second well out of service, Staff engaged Shannon Pump under an initial Statement of Service in the amount of $15,200 to disassemble, inspect, and recommend repairs to bring the well back in service. The inspection discovered a partially destroyed pump and heavily deteriorated water column. Due to the urgent and specialized nature of well repairs, Shannon Pump Company was engaged to complete the repairs to return Well #18 to working order. The cost to repair the damage was $196,348.84, for a total Statement of Service Contract amount of $211,548.84.
Repairing this well was an urgent matter. If another well failed prior to this repair, this would have become a critical matter. The City Manager declared Well 18 Repairs an emergency (attachment 1). Repairs have been completed and a final invoice submitted. Staff is seeking Council ratification of the Shannon Pump Company Statement of Service Contract.
IMPACT ON CITY RESOURCES
This project was established as a Capital Improvement Project and account 60016060-590003-CP240051 contains sufficient funding to complete the project.
