REPORT IN BRIEF

Considers awarding a Construction Contract to the Lowest Responsive Bidder, Square Signs LLC, DBA Front Signs, in the amount of $515,618 for the Project CP230058 - Gateway Monuments, that will be located at Highways 59, 99, and 140 as part as CALTRANS Clean California State Beautification Program.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Awarding the Gateway Monuments, Project No. CP230058, to the Lowest Responsive Bidder, Square Signs LLC, DBA Front Signs in the amount of $515,618; and,

 

B.  Authorizing the City Manager to execute the necessary documents and to approve change orders not to exceed 20% of the total contract; and,

 

C.  Authorizing the Finance Officer to make necessary budget adjustments.

DISCUSSION

Monument and Post Sign Locations

 

Monument Signs:

 

1.                     Highway 99 north bound facing, at 16th Street exit; 52-feet from edge of pavement on Highway 99 and end of monument sign.

 

2.                     Highway 99 south bound facing, at Mission Avenue/Campus Parkway exit, 52-feet from edge of pavement on Highway 99 and end of monument sign.

 

Post Mounted:

 

1.                     Highway 59 south bund facing, 100-feet north from the intersection of Highway 59 and West Yosemite Avenue, adjacent to roadway.

 

2.                     Highway 59 north bound facing, 100-feet south from the intersection of Highway 59 and Mission Avenue, adjacent to roadway.

 

3.                     Highway 140 east bound facing, 100-feet west of Highway 140 and Massasso Street, adjacent to roadway.

 

4.                     Highway 140 west bound facing, 100-feet west of the intersection of Highway 140 and Campus Parkway, adjacent to roadway.

 

History

 

On October 3, 2022, Council accepted a Cooperative Agreement with the State of California, Department of Transportation (Caltrans) for the planning, coordination, and installation of the Gateway Monuments sign project as part of Governor Newsom’s Clean California Initiative Grant in an amount not to exceed of $850,000.00.

 

On November 17, 2023, The City of Merced’s Engineering Department contracted Dokken Engineering using an Authorization of Services for the design and oversight of the Gateway Monument project.

 

On March 14, 2024, Staff prepared the final plans and specifications received from Dokken Engineering for advertisement for bids. 

 

On April 9, 2024, one bid was received, with the following result:

 

1.  Square Signs LLC, DBA Front Signs                          $515,618

 

The Engineer’s estimate was $450,000 to $550,000 for the project.

 

The following is the proposed budget for the project:

Construction

$   515,618.00

Contingency

$   103,123.60

Engineering, Testing & Inspection

$     75,000.00

TOTAL:

$   693,741.60

 

Staff is requesting a 20% contingency for this project to allow for unknown conditions and allow staff the flexibility to request additional work if needed. The extra contingency would be within the grant funding from the CALTRANS Clean California State Beautification Program.

 

IMPACT ON CITY RESOURCES

Project CP230058 was established as a Capital Improvement Project to be funded by Clean California Grant Program funds and contains sufficient funding to complete this project.
