SUBJECT: Report and Presentation on Ada Givens Pool Rehabilitation

 

REPORT IN BRIEF

Provide a report to seek direction from City Council on the Ada Givens Pool Rehabilitation.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Waiving the City’s competitive bidding requirement as permitted by Merced Municipal Code Section 3.04.210 for a statement of services agreement; and,

 

B.  Approving a supplemental appropriation of $170,000 from the unreserved and unencumbered balance in the General Fund and/or Fund 085-Measure Y Parks and Recreation for project 122011 Ada Givens Pool Restoration; and,

 

C.  Approving a Statement of Services Agreement with Dale Butterworth Pools, for the rehabilitation of the Ada Givens Pool; and,

 

D.  Authorizing the City Manager or Deputy City Manager to execute the necessary documents and to approve change orders not to exceed 10% of the total contract.

CITY COUNCIL PRIORITIES

DISCUSSION

The Engineering Department has been meeting with pool rehabilitation contractors to obtain bids to rehabilitate the Ada Givens Pool.  It is understood that the City desires to use the pool for swimming lessons during summer of 2022 and beyond.  After meetings and phone calls with several vendors, many vendors declined the work due to either prevailing wage requirements and/or the complexity and unknowns of the project.  Dale Butterworth Pools provided the City a quote in April of 2021.  After speaking and meeting with additional vendors, City Staff asked Dale Butterworth Pools for an updated quote.  Due to price increases and supply chain issues over the past year the quote increased by $20,000.  The quote is $177,000 for the pool rehabilitation and an additional $5,310 for the bond.  The total Statement of Services is for $182,310.

 

In addition to the pool rehabilitation, the restrooms associated with the pool will need to be rehabilitated and updated to current ADA Standards.  The engineering department estimates this renovation could be up to $50,000.

 

Engineering staff has sought out vendors to find the best price for this pool rehabilitation.  If the City Council would like to move forward with the restoration, then staff recommends entering into an agreement with Dale Butterworth Pools to rehabilitate the Ada Givens Pool and authorize the supplemental appropriation which include additional funds for the restroom renovation.

 

Council previously allocated $100,000 for this rehabilitation.  Staff is requesting a supplemental appropriation from Measure Y in the amount of $170,000 to cover the additional contract cost, contingency, permits, and engineering inspections for the pool and restroom rehabilitation.  The total cost of the project which includes the pool and restroom rehabilitations would be approximately $270,000.

 

Additionally, as City Council looks to give direction on the project, it is important to note that Public Works has anticipated that estimated maintenance costs of $11,500 per year will be needed to maintain the pool pumps, equipment, and chemicals. The lifeguard, material, and labor costs of $41,000 per year will be offset by $43,000 in revenue from swimming lessons and rentals.  There will also be $5,000 in initial startup costs to replace safety equipment and supplies.   

 

IMPACT ON CITY RESOURCES

A supplemental appropriation of funds is needed in the amount of $170,000 to complete this project with a restroom renovation.  If Council would like to proceed with project, then the funding would need to be allocated from the General Fund or Measure Y 20% -Parks and Recreation or Measure Y 40%-Discretionary.  Funding is available in all three funds but could impact Fiscal Year 22-23 budget.
