RECOMMENDATION
City Council - Adopt a motion:
A. Approving an Amendment to the original contract with Tyler Technologies in the amount of $9,750 for the Professional services of a New Message Switch Server, Installation of a CalPhoto Interface, and a 3-Year Subscription to RedHat Services; and,
B. Authorizing the City Manager to execute any necessary contracts or documents needed related to this report.

CITY COUNCIL PRIORITIES
Enhance the efficiency and productivity of public safety staff by using technology to operate in a more resourceful manner.
DISCUSSION
The Tyler Enterprise software solution is an essential software package for the City of Merced, and its two public safety agencies that use it. This software package is used to provide public safety support to both police and fire while assisting the citizens of Merced. The Computer Aided Dispatch (CAD), and the Law Enforcement Records Management System (LERMS), allows the passthrough of information from the caller calling into dispatch for service through the dispatcher to the police or fire units in the field and then on to the field reporting software and end its workflow at the records side to be processed and made available for release to the citizens or to the courts.
In 2020, the City of Merced entered into a 5-year license agreement that provides for software support and updates to the Tyler software suite. This agreement does not include the cost to upgrade and install new hardware or software, nor does it include the subscription fees for RedHat.
The City is currently running on a version of the message switch server that is nearing the end-of-life, and the Department is seeking to upgrade and replace the message switch to adhere to the latest technologies.
The one-time cost of the message switch, installation services for the switch and CAD software, and 3-year “RedHat” subscription services through Tyler Technologies is $9,750. The RedHat subscription service costs incurred after the initial three years will be budgeted with the City’s annual budget process.
IMPACT ON CITY RESOURCES
Funding is available for the purchase and installation costs of the computer equipment and the three-year software subscription, as approved by Council on January 6, 2025, where $22,074 was appropriated from the Merced County RAN Board for this purchase.
