SUBJECT: Award of Bid to Winner Chevrolet, for the Purchase of One 2025 Chevrolet Silverado 2500HD 4WD Crew Cab Work Truck, for the Fire Department, for a Total Cost not to Exceed $51,295.44
REPORT IN BRIEF
Considers awarding the bid to Winner Chevrolet for the purchase of one 2025 Chevrolet Silverado 2500HD 4WD Crew Cab Work Truck for the newly created EMS Battalion Chief position for the Fire Department.
RECOMMENDATION
City Council - Adopt a motion:
A. Awarding the bid to Winner Chevrolet for the supply of one 2025 Chevrolet Silverado 2500HD Crew Cab Work Truck not to exceed $51,295.44; and,
B. Authorizing the City Manager to execute the necessary documents, the City Buyer to issue the Purchase Order, and approval of change orders not to exceed 10% of the total purchase price.

AUTHORITY
Charter of the City of Merced, Article XI, Section 1111-Competitive bidding, and Merced Municipal Code Chapter 3.04, Article III - the purchase of materials, supplies, equipment, and contractual services of an estimated value greater than thirty-eight thousand dollars ($38,000.00), the "contract threshold," shall be made by the purchasing supervisor by written contract with the lowest responsible bidder.

As provided for in the FY 24/25 Adopted Budget.
DISCUSSION
Staff prepared bid specifications for one 2025 Chevrolet Silverado 2500HD 4WD Crew Cab Work Truck, and the invitation for bids was advertised both in the Merced County Times newspaper and the City’s website. Bids were publicly opened on March 10, 2025, at 2:00 p.m., with the following results.
• Ferro Automotive Group (Vacaville, CA) $53,829.86
• Winner Chevrolet (Elk Grove, CA) $51,295.44
• American Chevrolet (Modesto, CA) $53,832.18
Bids were evaluated based on the following criteria: Purchase price, Delivery time, Warranty, and Past vendor performance.
Vehicle was approved with the creation of the EMS Battalion Chief (Administrative Report #24-995). The vehicle primarily will be utilized to assist with the day-to-day supervision of the ALS program. In addition to daily ALS supervision, the EMS Battalion Chief will need capability to respond to emergencies as this position will provide shift coverage and out of county response on a as needed basis. This vehicle will be outfitting with the same specification of emergency response as all Merced Fire Department command vehicles.
IMPACT ON CITY RESOURCES
The vehicle was approved with the creation of the new Battalion Chief position; no additional funding is needed. The vehicle will be purchased using funds budgeted in Fund 2003-Measure Y Fire.
