SUBJECT: Report Regarding Bicycle Safety Awareness and Current Community Concerns
REPORT IN BRIEF
Staff will provide a presentation to the Public Safety Subcommittee regarding bicycle safety awareness and current bicycle-related concerns within the City of Merced. The presentation will include an overview of recent trends and incidents, community concerns, bicycle safety education efforts, enforcement activities, and recommendations intended to promote safer interactions between bicyclists, motorists, and pedestrians.
The presentation will also include a discussion regarding potential updates to the Merced Municipal Code to provide additional or enhanced enforcement options for bicycle-related violations and unsafe riding behaviors.

Public Safety Subcommittee: Discuss and provide direction regarding potential amendments to the Merced Municipal Code that would provide additional enforcement options related to unsafe bicycle operation and other bicycle-related violations.

DISCUSSION
The Merced Police Department continues to receive community concerns regarding bicycle safety and the manner in which bicycles are operated on public roadways, sidewalks, and other areas throughout the City. These concerns include unsafe interactions between bicyclists, motorists, and pedestrians, as well as bicycle-related activity that may create traffic hazards or negatively affect pedestrian safety.
Bicycles remain an important form of transportation and recreation within the community. As bicycle use continues throughout the City, maintaining a balance between accessibility, education, voluntary compliance, and appropriate enforcement is important to promoting public safety.
The Police Department has continued efforts to educate the public regarding bicycle safety and applicable traffic laws. Officers also conduct enforcement when unsafe riding behavior or violations are observed. These efforts are intended not only to address violations but also to encourage responsible bicycle operation and reduce the likelihood of collisions involving bicyclists, vehicles, and pedestrians.
CURRENT COMMUNITY CONCERNS
Community concerns regarding bicycle activity may involve unsafe riding practices, failure to comply with traffic controls, riding in a manner that creates hazards for pedestrians or motorists, and other conduct that may increase the risk of a collision or injury.
The presentation will provide the Subcommittee with an overview of recent bicycle-related trends and incidents and discuss the types of concerns being reported to or observed by the Police Department. The discussion will also identify existing enforcement challenges and opportunities for additional education and prevention.
BICYCLE SAFETY EDUCATION AND ENFORCEMENT
The Police Department recognizes that education is an important component of bicycle safety. Officers regularly have opportunities to educate bicyclists, particularly younger riders, regarding safe riding practices, helmet requirements, traffic laws, visibility, roadway positioning, and interactions with vehicles and pedestrians.
Enforcement remains an additional component of the City's bicycle safety strategy. Enforcement efforts are intended to address conduct that presents a danger to bicyclists or others while reinforcing the expectation that bicyclists comply with applicable laws when operating on public roadways and other regulated areas.
Moving forward, the Department will continue evaluating opportunities to combine education, community outreach, targeted enforcement, and partnerships with schools and other community stakeholders to improve bicycle safety.
MUNICIPAL CODE DISCUSSION
As part of the presentation, staff will discuss whether amendments to the Merced Municipal Code could provide additional tools to address bicycle-related conduct that presents recurring public safety concerns.
The purpose of this discussion is to determine whether existing state law and local regulations adequately address current community concerns or whether additional local regulations should be considered. Any proposed ordinance would require further review to ensure consistency with California law, appropriate enforcement authority, due process, and the City's overall public safety objectives.
Potential amendments could focus on clearly defining prohibited or unsafe bicycle-related conduct, identifying locations or circumstances where additional regulation may be appropriate, and establishing enforcement mechanisms that encourage compliance while prioritizing public safety.
Should the Subcommittee support further consideration of municipal code amendments, staff could conduct additional legal and operational review and return with specific proposed language for consideration through the appropriate City review and approval process.
CONCLUSION
Bicycle safety requires cooperation among bicyclists, motorists, pedestrians, law enforcement, schools, families, and the broader community. Education and voluntary compliance remain important components of the City's approach; however, appropriate enforcement tools are also necessary when unsafe behavior creates a risk to the public.
The presentation is intended to provide the Public Safety Subcommittee with information regarding current bicycle-related concerns and existing Police Department efforts while providing an opportunity to discuss additional strategies, including potential updates to the Merced Municipal Code, that may improve bicycle safety throughout the City.
