REPORT IN BRIEF

Considers awarding a Construction Contract to Redstone Construction, Inc. in the amount of $1,623,016 for the CMAQ Multi-Use Pathway on Childs Ave Project.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Awarding the CMAQ Multi-Use Pathway on Childs Ave, Project CP220063 to Redstone Construction, Inc., in the amount of $1,623,016; and,

 

B.  Authorizing the City Manager to execute the necessary documents and to approve change orders not to exceed 10% of the total contract; and, 

 

C.  Authorizing the Finance Officer authorization to make necessary budget adjustments.

CITY COUNCIL PRIORITIES

As provided for in the 2023-24 Adopted Budget.

 

DISCUSSION

The work to be performed includes but is not limited to clearing and grubbing, removal of roadway pavement, removal of concrete and asphalt driveways, relocation of fences, installation of pavement curb, multi-use path, driveways, drainage swale, culverts, and landscape blocks, and the restoration of fencing, landscaping, striping and signage. All work will be along Childs Avenue from Golden Valley High School to North Coffee Street.

 

Currently, sidewalks do not exist along the North side of Childs Ave. There is a short distance of 5’ sidewalk on the South side of Childs Ave, between Parsons Ave and Brimmer Rd. The installation of this multi-use path will create a direct walking path between Golden Valley High School and Weaver Middle School. The installation of the multi-use pathway in this area benefits the community and gives students and families a safe path of travel, either on foot or bicycle. Without the added multi-use path, residents, particularly students, would continue to walk or ride their bikes on the street.

 

Staff prepared plans and specifications, and the project was advertised for bids. Bids were opened on May 23, 2024, with the following results:

 

1.                     Redstone Construction, Inc., Atwater, CA                     $    1,623,016.00

2.                     Taylor Backhoe Services, Inc., Merced, CA                     $    2,379,710.31

3.                     United Paving Maintenance, Inc., Hughson, CA                     $    2,531,109.00

4.                     American Paving Co., Fresno, CA                     $    3,212,255.60

 

The Engineer’s estimate for construction was $1,100,000 to $1,300,000.

 

The following is the proposed budget for the project:

On November 2023, the City of Merced was allocated $1,005,266.00 of CMAQ funds for construction. The total available budget within the project currently is $1,175,283. There are two budget transfers pending, $15,665 and $444,008 to increase the funding in the project by $459,673. The budget transfers include $209,695 from CP210045 (CMAQ North Transit Hub Project), which is the Measure V funding left available to transfer out since the project is complete, and $249,978 from CP240006 (CMAQ and Project Backfill).

 

Once these budget transfers are posted, the total available budget is $1,634,956. With the increase of labor and materials, the project currently has a shortfall in funds of $239,051.63. Staff has request additional funding from Merced County Association of Governments (MCAG) for additional CMAQ funding. Staff is requesting to add this project (CP220063 - Childs Multi Use Path) to the Resolution for Fiscal Year 2024-25 SB1 Funding on the June 17, 2024, City Council meeting.    

 

Staff is requesting Council to supplement Measure V Local Transportation funding from Project CP230003 - (Yosemite - M St to R St), in the amount of $239,052 in the event the project doesn’t secure the additional CMAQ funds. If the project does secure the additional CMAQ funds, and additional SB 1 funds, staff would prepare a budget transfer in the amount of the awarded funding to Project CP230003 - (Yosemite Ave M St to R St).

 

IMPACT ON CITY RESOURCES

Project CP220063 is established as a Capital Improvement Project, and after Council approval, a budget transfer of $239,052 from Project CP230003 (Yosemite M - R) will be initiated to supplement the funding for this project.
