DISCUSSION

The Merced County Office of Emergency Services (OES) has been awarded funds through the FY 2015 State Homeland Security Grant Program (SHSGP).  The scope of the grant provides funding to build capabilities at the State and local levels and to implement the goals and objectives included in the State Homeland Security Strategies and Initiatives in the State Preparedness Report.  Within the parameters and requirement of the grant program, funds have been awarded by the Merced Big 5 Committee to the individual agencies and jurisdictions within the County.

On July 12, 2016, the Merced Big 5 Committee awarded the Merced Fire Department with $15,000 of the FY 2015 SHSGP funds to purchase mobile computers. Historically, the city replaces computers every four to five years to maintain productivity, stay current with technology and improve public safety, but due to fiscal challenges, the computers were not replaced.  This funding will allow the department to improve public safety by replacing antiquated computers in emergency vehicles.  Three computers were purchased with general funds at the end of the last fiscal year.

The State of California Emergency Management Agency requires adoption of a resolution by the City Council of the City of Merced, California, authorizing execution of the FY 2015 Grant Assurances Agreement to establish concurrence on the requirements of the grant.

IMPACT ON CITY RESOURCES

There is no cost to the City, as grant funds fully subvent this purchase and no match is required.  However, pooled cash will be utilized to cover the appropriation until grant funds are reimbursed.
