Considers awarding a construction contract to Dirt Dynasty, Inc. in the amount of $1,666,296.25 for the CMAQ Merced North Transit Hub Project Number 121045.
RECOMMENDATION
City Council - Adopt a motion:
A. Awarding the CMAQ Merced North Transit Hub Project Number 121045 to Dirt Dynasty, Inc., in the amount of $1,666,296.25; and,
B. Authorizing the City Manager or Deputy City Manager to execute the necessary documents and to approve change orders not to exceed 10% of the total contract; and,
C. Authorizing the Finance Officer to make necessary budget adjustments.

AUTHORITY
Charter of the City of Merced, Article XI, Section 1109 - Contracts on Public Works, and Merced Municipal Code Chapter 3.04, Article IV - Public Works Contracts.
Caltrans Procedures for Administering Local Grant Projects in the State Transportation Improvement Program (STP) are used to comply with the changes to the programming and funding statutes brought about by Charter 622 of the Statutes of 1997 (SB 45, KOPP). The procedures have been modified to remain consistent with and complimentary to the various guidelines and policies adopted by the California Transportation Commission (CTC), including the current 2010 STP Guidelines
(adopted on October 14, 2009).

DISCUSSION
In June 2020, the City applied for CMAQ funds to install a Transit Hub in the Bellevue Ranch Development.
Appropriation was made at the July 19, 2021, Council Meeting for accepting CMAQ grant funds in the amount of $66,398 for Preliminary Engineering costs associated with the design of the transit hub.
Appropriation was made at the June 6, 2022, Council Meeting for accepting CMAQ grant funds in the amount of $610,136 for Construction costs associated transit hub.
This portion of the project is for construction and installation of an asphalt parking lot and lighting, new roadway, sidewalks, accessible curb ramps, and bus stop provisions. Federal Congestion Mitigation and Air Quality (CMAQ) Grant funding for Construction of the transit hub, in the amount of $610,136, was accepted by City Council on June 6, 2022.
Staff prepared plans and specifications, and the project was advertised for bids. Bids were opened on June 21, 2022, one bid was received, with the following result:
1. Dirt Dynasty, Inc., Farmington, CA $1,666,296.25
The engineer’s estimate for construction was $1,400,301.50.

IMPACT ON CITY RESOURCES
This project was established as a Capital Improvement Project to be funded by Measure V, SB1, and CMAQ funds that contain sufficient funding to complete the project.
