Considers approving an increase to the contingency in the amount of $4,446.70 for Project No. CP190069 - (CMAQ) Sidewalks Along S. R Street, S. S Street, S. T Street and Stuart Drive. This will be the final increase to close out the project.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Approving the Final Change Order with Redstone Construction, Inc., with an increase in contingency of $4,446.70 for a total contingency amount of $87,731.70, which is approximately 10.54% of the original contract amount; and,

 

B.  Authorizing the City Manager to execute the necessary documents; and,

 

C.  Authorizing the Finance Officer to make necessary budget adjustments.

AUTHORITY

Charter of the City of Merced, Article XI, Section 1109 - Contracts on Public Works, and Merced Municipal Code Chapter 3.04, Article IV - Public Works Contracts.

 

CITY COUNCIL PRIORITIES

As provided for in the 2023-24 Adopted Budget.

 

DISCUSSION

On November 7, 2022, Council awarded the (CMAQ) Sidewalks Along S. R Street, S. S Street, S. T Street and Stuart Drive project to Redstone Construction Inc., in the amount of $832,845.00 with a 10% contingency of $83,284.50.

The work to be done consisted of construction and installation of approximately 6,000 linear feet of sidewalk, 24 access ramps, cross-gutter and driveways. Work was performed on R, S, and T Streets from Childs Avenue to Stuart Drive, and Stuart Drive from R Street to West Avenue. The installation of sidewalks in this area directly benefitted the community and gave students and their families a safe path of travel to the sidewalks located on Childs Avenue.

 

This change order is in the amount of $87,731.20, which is $4,446.70 over the contingency amount of $83,284.50. This increase will be the final increase to close out the project.

 

The change order that exceeds the contingency amount is due to the following items:

 

1.                     Replacing 2-noncompliant ADA ramps,

2.                     Additional residential driveways,

3.                     Addition of replacing non-compliant sidewalks and sidewalk transitions,

4.                     Modification to existing fence and gates due to sidewalk construction,

5.                     Additional asphalt concrete cut back work for installing new concrete,

6.                     Tree removal where they conflicted with the new sidewalk,

7.                     Addition of retaining curb to preserve residents’ soil/lawn adjacent to new sidewalk, and,

8.                     Modify existing street sign poles with safer “breakaway” poles.

 

IMPACT ON CITY RESOURCES

Project CP190069 was established as a Capital Improvement Project to be funded by Measure V, SB1-LPP, LTF and Sewer Enterprise funds. There is sufficient funding in the project to complete this change order.
