DISCUSSION
Background
The Merced Police Officers Association (MPOA) historically was a bargaining group made up of sworn and non-sworn police personnel. During this round of bargaining the MPOA exercised its right to become a group made up solely of sworn officers (Sergeants and Police Officers.)
This action caused the non-sworn officers to be without a bargaining group, or unrepresented. Non-sworn officers include Dispatcher I/II, Community Service Officer, Parking Enforcement Officer I/II, Police Officer Trainee, and Community Liaison. The City sought to place the non-sworn personnel into AFSCME, but the non-sworn did not feel that was the appropriate place for its personnel, and rejected the placement. As a result of this action, the non-sworn personnel are now an unrepresented group. Since the group is now unrepresented, the City will determine the employee benefits.
It should be noted the City’s Labor Team solicited input from the non-sworn officers and held a meeting with the group for discussion and questions.
A general summary of the benefits are as follows:
Term: The term of this agreement will be one-year, effective August 5, 2024
Wages: Base wage increase of 5% effective August 5, 2024.
Longevity Pay: Pay is as follows: 10 year 2.5%, 15 years 2.5% and 20 years 2.5%. Pay is stackable.
Premium Pays: POST Dispatcher premium pay is as follows: 2.5% for Intermediate and 2.5% for Advanced.
Training Pay: 5% when training new Dispatchers.
Crime Scene Response Team Pay: 1.5% (non-PERSable)
Tactical Dispatcher Pay: 2% (non-PERSable)
Uniform Allowance: $32.92 per pay period
IMPACT ON CITY RESOURCES
The additional cost is approximately $130,000 for Fiscal Year 2024-25.
This will require an affirmative vote of 5 Council Members to pass.
