Considers approving an extension of the Phase End Date (PED) from 3/1/2022 to 9/1/2023 and accepting $610,136 in Federal Congestion Mitigation and Air Quality (CMAQ) Grant funding for Construction of the Merced North Transit Hub
RECOMMENDATION
City Council - Adopt a motion:
A. Approving the PED extension from March 1, 2022, to September 1, 2023; and,
B. Accepting CMAQ grant funds and increasing revenue in fund 450-1104-321.32-00 by $610,136 and appropriating the same to fund 450-1104-637.65-00-Project #121045 CMAQ Merced North Transit Hub; and,
C. Approving a budget adjustment for local matching funds from Fund 075-Measure V Alternate Mode, project 122009-Project to be Determined, in the amount of $10,000 to Project 121045-CMAQ Merced North Transit Hub; and,
D. Approving a budget adjustment for local matching funds from Fund 078-Measure V Local Transportation, project 122010-Project to be Determined, in the amount of $69,049 to project 121045-CMAQ Merced North Transit Hub; and,
E. Approving the use of pooled cash until reimbursement is received from the grant; and,
F. Authorizing the City Manager or Deputy City Manager to execute the necessary documents.

Caltrans Procedures for Administering Local Grant Projects in the State Transportation Improvement Program (STP) are used to comply with the changes to the programming and funding statutes brought about by Charter 622 of the Statues of 1997 (SB 45, KOPP). The procedures have been modified to remain consistent with and complimentary to the various guidelines and policies adopted by the California Transportation Commission (CTC), including the current 2010 STP Guidelines (adopted on October 14, 2009).
DISCUSSION
In June 2020, the City applied for CMAQ funds to install a Transit Hub in the Bellevue Ranch Development.
Appropriation was made at the July 19, 2021, Council Meeting for accepting CMAQ grant funds in the amount of $66,398 for Preliminary Engineering costs associated with the design of the transit hub.
The Federal-Aid Projects Program allows $610,136 in grant funds and a local match of $79,049 toward construction of this project.
The City requested a time extension, due to COVID related issues, for a phase end date of September 1, 2023.
IMPACT ON CITY RESOURCES
Staff recommends approving PED extension and accepting grant funds from the State of California adopted Congestion Mitigation and Air Quality Improvement (CMAQ) Program, increasing revenue in account 450-1104-321.32-00 in the amount of $610,136 and appropriating the same to account 450-1104-637.65-00, project 121045 for the Construction costs.
Local matching fund in the amount of $79,049 is available in Fund 075-Measure V Alternative Mode and Fund 078-Measure V Local Transportation.
