REPORT IN BRIEF

Considers approving the Second Amendment to the Agreement for Professional Services with Kristin Lowell, Inc. extending the contract term to December 31, 2024.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Approving the Second Amendment to the Agreement for Professional Services with Kristin Lowell, Inc., extending the contract term to align with the completion of the Tourism Based Improvement District Project; and,

 

B.  Authorizing the City Manager to execute the agreements and any necessary documents.

CITY COUNCIL PRIORITIES

City of Merced Adopted Budget Fiscal Year 24/25, Section 7 - Economic Development: Objectives and Indicators - Continue coordinating efforts to create a Tourism Based Improvement District with key partners.

 

DISCUSSION

As part of the Agreement for Services with Kristen Lowell, Inc. for the formation of a Property Based Improvement District (PBID), a series of stakeholder meetings were held in June of 2021.  One of the meetings was with the Hotel/Motel Association to go over the formation of a TBID.  The Hotel/Motel Association expressed their support and partnership in the endeavor. In December of 2021, the First Amendment to the agreement was executed and included the services of forming the TBID.

 

After the execution of the First Amendment, more time was required to complete the establishment of the TBID. In the Second Amendment, that time frame ends on December 31, 2024, which also aligns with the updated scope of work received by Kristin Lowell and attached to the agreement.

 

Staff requests the approval of the Second Amendment and extend the term of the contract as no additional funds are required and the TBID is proposed to be established by the end of the year.
