SUBJECT: Approving an Amended Memorandum of Understanding (MOU) Between the City of Merced and the Merced Union High School District and Rescinding Prior Council Action Approving the Previous Memorandum of Understanding, for Fiscal Years 2025-2028
REPORT IN BRIEF
Considers approving new terms and rescinding previously approved 3-year MOU between the City of Merced and the Merced Union High School District. The Merced Union High School District has requested a change in the language regarding the purchase of a new police vehicle to a vehicle use fee.
RECOMMENDATION
City Council - Adopt a motion:
A. Approving an amended Memorandum of Understanding between the City of Merced and the Merced Union High School District, and rescinding prior Council action approving the previous Memorandum of Understanding, for Fiscal Years 2025-2028; and,
B. Authorizing the City Manager to execute the necessary documents.

DISCUSSION
After the Council approved the MOU on August 18, 2025, the Merced Union High School District requested a minor language revision. Specifically, the reference to the purchase of a new police vehicle was updated to reflect a vehicle use fee arrangement instead.
It is important to note that this change does not affect the overall cost-the total dollar amount remains the same. Under the revised terms, a vehicle use fee of $2,541 a month will be applied, commencing on (or retroactively effective as of) July 1, 2025.
IMPACT ON CITY RESOURCES
There will be no impact on City resources, as the dollar amounts outlined in the previously approved MOU remain unchanged. All costs associated with this request are consistent with the original agreement and have already been accounted for in prior approvals.
