DISCUSSION
In October 2024, the City applied for Congestion Mitigation & Air Quality (CMAQ) program funds to install an 8-foot-wide concrete pedestrian/bicycle multi-use pathway on Community College Drive from M Street to G Street, and on the northside of Yosemite Avenue from M Street to G Street. The project would also include upgrading the ADA ramps where needed.
This project was initiated by Merced Community College after they noticed a significant amount of middle school age students walking to and from school on the roadway of Community College Drive. The College approached the City with the need to place a multi-use path along the north side of the road.
The Yosemite Avenue portion will connect an existing walkway on M Street to an existing multi-use path that connects to G Street, along the north side of Yosemite Avenue. The need for this multi-use path will address the issue on the lack of an east/west connection on Yosemite Avenue.
This portion of the project is for Preliminary Engineering, which will allow for design, preparation of engineering plans and specifications, environmental review, and public outreach. The Federal-Aid Projects Program Supplement Agreement No. 040-F allows $84,103 in grant funds and a local match of $10,897 toward the Preliminary Engineering of this project.
IMPACT ON CITY RESOURCES
Staff recommends accepting grant funds from the State of California adopted Congestion Mitigation and Air Quality (CMAQ) Program, increasing revenue in Fund 5005 in the amount of $84,103 and appropriating the same to Fund 5005 -CP250076 for related design costs. Additionally, Measure V Funds will be used to meet the match requirement of $10,897.
This budget amendment will require an affirmative vote of five council members to pass.
