SUBJECT: Administering Agency Amendment Modification Summary (E-76) for a Congestion Mitigation and Air Quality Improvement (CMAQ) Grant CML-5085(060) for Use of $404,479 in CMAQ Grant Funding for Project No. CP220064 - Parkwest and McGregor Sidewalk Improvements
REPORT IN BRIEF
Considers accepting $404,479 in Federal CMAQ Grant funding for construction of sidewalks and ADA ramps on McGregor Street, Windsor Avenue, Home Avenue, Woodward Avenue, and Parkwest Avenue.
RECOMMENDATION
City Council - Adopt a motion:
A. Accepting CMAQ grant funds and increasing revenue in Fund 5005-Street and Signal CIP in the amount of $404,479 and appropriating the same to Project No. CP220064-CMAQ Parkwest and McGregor sidewalk improvements located on McGregor Street, Windsor Avenue, Home Avenue, Woodward Avenue, and Parkwest Avenue; and,
B. Approving the use of pooled cash until reimbursement is received from the grant; and,
C. Authorizing the City Manager to execute the necessary documents; and,
D. Authorizing the Finance Officer to make any necessary budget adjustments.

Caltrans Procedures for Administering Local Grant Projects in the State Transportation Improvement Program (STP) are used to comply with the changes to the programming and funding statutes brought about by Charter 622 of the Statutes of 1997 (SB 45, KOPP). The procedures have been modified to remain consistent with and complimentary to the various guidelines and policies adopted by the California Transportation Commission (CTC), including the current 2010 STP Guidelines
(Adopted on October 14, 2009).

DISCUSSION
In June 2021, the City applied for Congestion Mitigation and Air Quality Improvement (CMAQ) funds to design and construct 5-foot sidewalks to provide connectivity along McGregor Street, Windsor Avenue, Home Avenue, Woodward Avenue, and Parkwest Avenue to fill a sidewalk gap that currently exists. ADA ramps will be installed where necessary.
In August 2022, Council accepted Federal-Aid Projects Program Supplement Agreement No. 037-F to allow $35,172 in grant funds and a local match of $4,557 toward the Preliminary Engineering of the project allowing for design, preparation of engineering plans and specifications, and environmental review.
Currently sidewalk gaps exist along McGregor Street from Stuart Drive to South R Street, Windsor Avenue from South R Street to Parkwest Street, Home Avenue from South R Street to Parkwest Street, Woodward Avenue from South R Street to Parkwest Street, Parkwest Street from south of Windsor Avenue to Woodward Avenue. The installation of sidewalks to connect the gaps will increase safety for residents and students in the neighborhood, eliminating pedestrian traffic along the edge of the road.
This phase of the project is for construction. The Federal-Aid Projects Program allows $404,479 in grant funds and a local match of $52,405 toward construction of this project.
The project is anticipated to be advertised for bidding in fall 2024. After bids are received, Staff will present the bids to City Council to award the construction contract.
IMPACT ON CITY RESOURCES
This project was established as a Capital Improvement Project to be funded by Fund 2008-Measure V Alt Modes and CMAQ funds. Fund 2008-Measure V Alt Modes will be used for the local match portion of the project and there are sufficient funds available within the FY 2024-25 adopted budget. Additional funds may be requested at a later date, based on the construction bids received.
