Considers approving the first amendment to the contract with Goodwin Consulting Group for preparation of the Rate and Method of Apportionment (RMA) for Community Facilities District Annexation No. 21.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Approving the first amendment to the Professional Services Agreement with Goodwin Consulting Group, Inc. to prepare the rate and method of apportionment for Community Facilities Annexation No. 21 in the amount of $10,000; and,

 

B.  Authorizing the City Manager or Deputy City Manager to execute the necessary documents.

DISCUSSION

Goodwin Consulting Group has provided ongoing services to prepare the Rate and Method of Apportionment (RMA) for Community Facilities District (CFD) annexations since the City’s initial formation in 2003.  The RMA determines the special tax to be assessed for each property within the CFD.  Goodwin Consulting Group has been working with the City for many years and provides a range of services related to the administration of the City’s Community Facilities District. 

 

The original contract with Goodwin Consulting for $7,000 was approved by Council on June 6, 2022.  The proposed First Amendment to the contract is for the preparation of the Rate and Method of Apportionment for CFD Annexation No. 21 for a multi-family project, known as The Hub 2.0.  The first amendment is for an amount not to exceed $10,000. 

 

The developer has submitted a deposit to cover the $10,000 along with other costs related to the CFD Annexation.  A Deposit and Reimbursement Agreement between the City and the Developer will be coming before the City Council as a separate action.  

 

City Council Action

 

The City Council is being asked to approve the First Amendment to the Professional Services Agreement with Goodwin Consulting Group for CFD Annexation No. 21.  

 

IMPACT ON CITY RESOURCES

There are no impacts on City Resources with the approval of this contract.  The property owners/developers for the CFD annexation area have made a deposit to cover the costs of the CFD annexation.  A Deposit and Reimbursement Agreement will be approved with the owner/developer to allow the City to use these funds to pay for the services provided by Goodwin Consulting Group.
