REPORT IN BRIEF

Considers authorizing to accept grant funding from the FY2023 State Homeland Security Grant Program (SHSGP) for the Merced Police Department in the amount of $12,585.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Accepting FY 2023 SHSGP grant funds in the amount of $12,585, increase revenue, appropriating the same in Expense Fund 1000-General Fund (Police Division); and,

 

B.  Authorizing the City Manager to execute all necessary documents; and,

 

C.  Authorizing the use of pooled cash until grant funds are reimbursed.

DISCUSSION

The Merced County Office of Emergency Services (OES) has awarded funds through the FY2023 State Homeland Security Grant Program (SHSGP). The scope of the grant includes funding for emergency management equipment, Incident Command System training, law enforcement equipment, fire department equipment, and health department equipment. Within the parameters and requirements of the grant program, monies have been awarded by the Merced Big 5 Committee to the individual agencies and jurisdictions within the County.

 

On March 13, 2025, the City of Merced Police Department was awarded $12,585 of the FY 2023 SHSGP funds to purchase a three-year radio subscription service to assist in radio inadequacies for the public safety radio system.  Any additional funds left over from the subscription services will be used as contingency funds for the project to connect the system to our radio consoles.

 

IMPACT ON CITY RESOURCES

Staff is requesting the City Council to accept FY2023 State Homeland Security Grant (SHSGP) in the amount of $12,585, increase revenue and appropriate the same in the General fund to cover the cost of a three-year subscription service for public safety and use any remaining funds from the grant as contingency funds for the project.  This would also require the use of pooled cash until the reimbursement is received.

 

Please note that this item requires 5 affirmative votes for approval.
