DISCUSSION

The City has a project to reconstruct a portion of Yosemite Avenue from G Street to Parsons Avenue. This project was introduced in the City Manager’s 2019-2020 budget year as a grind and overlay project on Yosemite Avenue from Mansionette Drive due to the ongoing maintenance costs and the increase traffic on Yosemite Avenue. During the design phase there was a need to include portions of Yosemite Ave from Mansionette Drive to G Street due to the poor condition of the pavement at the intersection of G Street and Yosemite Avenue. Concurrently, as part of a larger sewer main rehabilitation project, it was determined that the existing 18” sewer main on Yosemite Avenue from G Street to Parsons Avenue needs to be upsized to a 30” diameter sewer main to meet the needs and demand of future development at the northeast corner of Yosemite Avenue and Gardner Road and current and future development to the east of Gardner Road.

The work to be performed includes, but is not limited to, relocating the traffic signal control box on G Street & Yosemite Avenue, upgrading the traffic loops on Yosemite Avenue at G Street, Mansionette Drive and Paulson Drive to a camera detection system, a full depth reclamation of Yosemite Avenue, from Mansionette Drive to Parsons Avenue (including roadway pulverization, cement treatment, asphalt concrete, curb and gutter, pavement striping and markings); asphalt overlay improvements in the intersection of Yosemite Avenue and G Street; replacing approximately 5,147 feet of existing 18” sewer main with 30” sewer main, removal and reconstruction of sewer manholes along alignment, extension of approximately 220 feet of 30” sewer main, new manhole to tie in existing 24” sewer with new 30” sewer extension, relocation of existing storm drain inlet and associated underground piping; concrete sidewalk; concrete driveway approaches; and localized pavement rehabilitation.

Such other items or details, not mentioned above, that are required by the Drawings and Technical Specifications Plans, City of Merced Standard Specifications and Typical Details, and the Special Conditions shall be performed, placed, constructed, or installed.

Under the direction of Staff, O’Dell Engineering and Advance Mobility Group prepared plans and specifications, and the project was advertised for bids. Bids were opened on October 29, 2024, with the following results:

1.                     Rolfe Construction, Inc, Atwater, CA                     $5,883,842.60

2.                     Agee Construction Corporation, Clovis CA                     $6,414,124.25

3.                     United Pavement Maintenance, Hughson, CA                     $6,549,222.31

4.                     Cal Valley Construction, Fresno, CA                     $6,828,671.00

5.                     Avison Construction, Madera, CA                     $6,908,174.00

6.                     George Reed Construction, Modesto, CA                     $14,126,961.50

The Engineer’s estimate for construction was $4,500,000.

The following is the proposed budget for the project:

Construction

$ 5,710,522.60

Contingency (10%)

$    571,052.26

Engineering, Testing & Inspection

$    150,000.00

TOTAL:

$ 6,431,574.86

Staff is requesting the approval of Contract Change Order No. 1 to reduce the scope of the project and a credit to the City which includes a saving of $70,000.00 on the pre-cut green thermoplastic sheets to the painted-on symbols for the bicycle lanes and the relocation of the fiber optic conduct to be placed in the sewer trench saving $103,320.00, for a total savings of $173,320.00. With the above savings, the contract amount to Rolfe Construction would be $5,710,522.60.

The current available budget in Project CP200009 is $2,612,829, which is comprised of $2,572,829 of multiple street funding sources and $40,000 of sewer enterprise funds. With the proposed project budget, there is a shortfall within the project of $3,818,746. The additional funding needed will be split by sewer enterprise funds and street funding. Staff met with the City Council Roads Subcommittee in November to discuss funding options. The following proposal was suggested to bridge the gap and fully fund the project:

Sewer Enterprise Funds

Current Budget:                                                 $     40,000.00

Transfer from Public Works: $1,477,781.00

Total:                                                                                               $1,517,781.00

Street Funding

Current Budget:                                                                                                $2,572,829.00

Transfer from CP230003 (Yosemite M-R)         $1,700,000.00

Transfer from CP250022 (SB1 PTBD)                                   $   573,271.00

Transfer from CP250023 (MV80 Local PTBD)  $     67,694.00

Total:                                                                                                                                         $4,913,794.00

On November 19, 2024, Staff met with the City Council Roads Subcommittee to discuss alternative funding options for this project. The above proposal was recommended by the Committee. Transferring $1,700,000 from CP230003 (Yosemite M-R), which will leave a remaining available budget of $236,100 to fund the design phase of this project. It should be mentioned that this project is in the preliminary stages of design.

Staff is recommending to reallocate funding to the CP200009 (Yosemite G to Parsons) project to fully fund the much-needed reconstruction of Yosemite Avenue.

IMPACT ON CITY RESOURCES

Project CP200009 was created as a Capital Improvement Project to be funded by Measure V, Local Transportation Funds (LTF), Regional Street Transportation Funds (RSTP), SB1, and Sewer Enterprise Funds.  Budget transfers of $1,700,000 from CP230003 ($300,000 from Measure V Alt Modes, $400,000 from Measure V Local, and $1,000,000 from RSTP), $573,271 from CP250022, and $67,694 from CP250023, will be initiated to supplement the funding for this project.
