SUBJECT: Review and Approve the Recommended Allocations of American Rescue Plan Act to Non-Profit Organizations

 

REPORT IN BRIEF

Review and approve the recommended allocation of American Rescue Plan Act (ARPA) funds allocated to Non-Profit Support as part of the approved City Council ARPA Strategic Plan.

 

RECOMMENDATION

Provide staff direction on program elements and operational needs related to the implementation of the ARPA Strategic Investment Plan and continued impact of COVID-19 to essential services.

DISCUSSION

During December 6, 2021 Public Hearing, the City Council adopted the ARPA Strategic Investment Plan that includes the following projects and funding:

To facilitate the approval of the Non-Profit Support allocation of $1,500,000, an RFP was drafted and released on January 17, 2022 to solicit proposals from the community.  On March 14, 2022, thirteen proposals were received.  The below list outlines the proposals submitted:

The City Council Sub-Committee on Budget performed independent scoring and met to review and provide a final recommendation to the City Council on April 6, 2022.  The scoring summary and funding recommendations are as follows:

 

 

IMPACT ON CITY RESOURCES

This item allows for the City Council to provide direction on total allocation.  With City Council direction, staff will return with contracts and specific funding allocation requests at a future meeting.  No impact on City resources at this time.
