DISCUSSION

In December 2018, the City applied for Congestion Mitigation and Air Quality Improvement (CMAQ) funds to design and construct 5-foot sidewalks to provide connectivity along Olive Avenue from East Queens Circle to Parsons, along Parsons from Olive Avenue to just south of Hansen Avenue, and on Alexander Avenue from Nottingham Lane to Parsons to fill a sidewalk gap that currently exists. ADA ramps will be installed where necessary.

In August 2019, Council accepted Federal-Aid Projects Program Supplement Agreement No. 033-F to allow $70,087 in grant funds and a local match of $9,080 toward the Preliminary Engineering of the project allowing for design, preparation of engineering plans and specifications, and environmental review.

Currently sidewalk gaps exist along Olive Avenue from Queen Circle to Parsons Avenue; Parsons Avenue from Olive Avenue to south of Hansen Avenue; and Alexander Avenue from Nottingham Lane to Parsons Avenue. The installation of sidewalks to connect the gaps will increase safety for residents and students in the neighborhood, eliminating pedestrian traffic along the edge of the road.

This phase of the project is for construction. The Federal-Aid Projects Program allows $402,998 in grant funds and a local match of $52,213 toward construction of this project. The Amendment Modification Summary (E-76) was received back in November 2022, however the process to bring to Council for approval did not occur. This report is to rectify that and receive Council approval so Engineering can proceed with construction.

The project is anticipated to be advertised for bidding by mid-January 2024. Staff anticipates contractor bids will be received and reviewed within one month.  At that time, Staff will present the bids to City Council to award the construction contract.

IMPACT ON CITY RESOURCES

This project was established as a Capital Improvement Project to be funded by Fund 2008-Measure V Alt Modes and CMAQ funds.  Fund 2008-Measure V Alt Modes will be used for the local match portion of the project and there are sufficient funds available within the FY 2023-24 adopted budget.   Additional funds may be requested at a later date, based on the construction bids received.
