Considers awarding a construction contract in the amount of $3,874,212.95 to Rolfe Construction Inc. for Project No. 120044, 121057, 121058 - B Street Improvements Childs Avenue to East 15th Street funded Water Enterprise, AHSC Grant, Zone 1 Park Reserve, Measure V, and RSTP.
RECOMMENDATION
City Council - Adopt a motion:
A. Awarding a bid for B Street Improvements Childs Avenue to East 15th Street, Project No. 120044, 121057, 121058, to Rolfe Construction Inc in the amount of $3,874,212.95; and,
B. Approving the use of pooled cash until reimbursement is received from the Richman Group and AHSC; and,
C. Authorizing the City Manager or Deputy City Manager to execute the necessary documents and to approve change orders not to exceed 10% of the total contract.

As provided for in the 2021-22 Adopted Budget.
DISCUSSION
The work to be done consists of the installation of 3-inch asphalt concrete over 12” of Full Depth Reclamation (FDR). The current road will be widened to accommodate on street parking. The work also includes replacement of existing curb & gutter, sidewalk, and driveway approaches; and installation of ADA ramps, curb & gutter, sidewalk, driveway approach, striping, signage, landscaping, bus shelters and pullouts, and valley gutters. It should be noted that on the East side of B Street, sidewalk, curb and gutter do not currently exist and will be added with this project. Additionally, the work will also include the installation of a new water main, storm drain, stormwater basin and park facilities. Other improvements consist of bike lanes and shared lane markings being added to E Street, D Street, E. 13th Street, and E. 15th Street.
Staff prepared plans and specifications, and bids were opened on October 19, 2021, with a total of six bid submissions:

4. United Pavement Maintenance, Inc. $ 4,076,083.09
5. Agee Construction Corporation $ 4,071,067.70
6. Avison Construction, Inc. $ 4,162,727.00
The engineer’s estimate for construction was $3,500,000.00

IMPACT ON CITY RESOURCES
This project was established as a Capital Improvement Project to be funded by Water Enterprise, AHSC Grant, Zone 1 Park Reserve, Measure V, and RSTP funds. Funding is available to complete the project.
