Consider a Resolution approving a revision to the California Department of Transportation Program Supplement for the use of $1,707,744 in BPMP Grant funding for the construction costs associated with the bridge repair project.

 

RECOMMENDATION

City Council - Adopt a Motion approving Resolution No. 2016-32, a Resolution of the City Council of the City of Merced, California, approving Federal Aid Projects Program Supplement Agreement No. 017-N1; and, authorizing the City Manager or his designee to execute all necessary documents.

Caltrans Procedures for Administering Local Grant Projects in the State Transportation Improvement Program (STIP) are used to comply with the changes to the programming and funding statues brought about by Chapter 622 of the Statues of 1997 (SB 45, Kopp).  The procedures have been modified to remain consistent with and complimentary to the various guidelines and policies adopted by the California Transportation Commission (CTC), including the current 2010 STIP Guidelines (adopted October 14, 2009).

 

CITY COUNCIL PRIORITIES

HISTORY AND PAST ACTIONS

On May 20, 2013, the City Council adopted a resolution approving Program Supplement No. 017, accepted and appropriated $212,742 in BPMP funds, and approved the transfer of $27,528 in matching funds for the preliminary engineering costs associated with the bridge repair project.

 

In August 2015, Council accepted an additional $88,530 in grant funds for the design and development of the project and transferred $11,200 in matching funds.  City staff requested additional funding to complete the project due to the deficient condition of the M Street Bridge which requires additional work recommendations beyond a simple repair.

 

On June 20, 2016, City Council accepted and appropriated $1,707,744 in grant funds for the costs associated with construction of the bridge repair project. The local match of $221,256 was included in the FY 2015/2016 adopted budget.

 

DISCUSSION

The City of Merced applied for a Bridge Preventive Maintenance Program (BPMP) Grant and was awarded funds for the design and construction of bridge repairs at the G and M Street bridges over Bear Creek. The awarded grant was for $2,269,000, of which $1,929,000 was for construction and $340,000 was for design, environmental and Right-of-Way.

 

The City of Merced has entered into a master agreement with Caltrans covering Federal-aid projects in order to utilize certain Federal funds made available through legislation enacted by the Congress of the United States for use on local transportation facilities. The agreement covers projects that use Federal funds, which include, but are not limited to, the Regional Surface Transportation Program (RSTP), the Congestion Mitigation and Air Quality Improvement Program (CMAQ), the Transportation Enhancement Activities Program (TEA), the Highway Bridge Replacement and Rehabilitation Program (HBRR), and the AB1475 Safe Routes to School Program.

 

In addition to the master agreement, we must execute a specific supplemental agreement for each individual project. Caltrans has sent us Program Supplement No. 017-N1 covering use of $1,707,744 in Federal funds for the construction costs associated with the G & M Street Bridge Repair Project. The local match of $221,256 was included in the adopted budget and no General Funds will be used.

 

Reimbursements can be claimed through the Caltrans accounting office only after execution of the Supplemental Agreement. We, therefore, request Council approval of the Program Supplement, accepting the Federal funding for BPMPL-5085(034).

 

The City Attorney has reviewed and approved the agreement and has prepared a resolution for adoption.

City Council accepted and appropriated the $1,707,744 grant at the June 20, 2016 meeting. The local match of $221,256 was included in the adopted budget and no General Funds will be used.
