SUBJECT: Authorize City Manager to Execute a Professional Services Agreement with Merced Area Sports Officials, Inc., for Officiating and Scorekeeping Services for Fiscal Year 2024-25 Recreation Leagues in the Amount not to Exceed $44,842
REPORT IN BRIEF
Considers authorizing the City Manager to execute an annual Professional Service Agreement with Merced Area Sports Officials not to exceed $44,842 for officiating and scorekeeping services for adult and youth sports programs, including youth basketball and flag football, adult fall and summer softball, and adult basketball.
RECOMMENDATION
City Council - Adopt a motion:
A. Waiving the City’s competitive bidding requirement as permitted by the Merced Municipal Code Section 3.04.210 for annual sole source services; and,
B. Approving a Professional Services agreement with Merced Area Sports Officials not to exceed $44,842; and,
C. Authorizing the Finance Officer to make the necessary budget adjustments; and,
D. Authorizing the City Manager to execute the necessary documents.

AUTHORITY
City of Merced Charter Section 3.04.210 - Exemptions from Competitive Bidding:
Except as otherwise provided in this chapter, competitive bidding requirements for purchases in excess of twenty-five thousand dollars ($25,000.00), the "bidding threshold”, may be waived with the approval of the city council. Waivers may be authorized for, but are not limited to, cooperative purchasing in conjunction with other governmental entities, professional services, annual service or supply agreements, or purchases necessary for standardization on particular types of equipment. The bidding threshold shall be adjusted for inflation utilizing the same index and methodology as the bidding threshold in Section 3.04.080 of this code.

DISCUSSION
The City of Merced Parks and Community Services Department coordinate youth and adult sports on an annual basis and require the use of sports officials for several leagues. Merced Area Sports Officials (MASO) is the sole provider of sports officiating in the immediate area. They serve both recreation, school and travel leagues. This contract supports MASO providing officiating and score keeping services for all City’s youth and adult recreation sport programs. Adult sports include summer and fall softball and men’s basketball. Youth programming consists of Junior Warriors Basketball and NFL Flag Football. MASO is the only officiating organization currently available in the immediate area surrounding Merced.
IMPACT ON CITY RESOURCES
No appropriation of funds is needed. Funding is available within the FY 2024-25 adopted budget for the sport programs played through June 30, 2025. Funding to support this contract can be found in the following accounts:
