REPORT IN BRIEF

Considers awarding a Services Agreement for graffiti abatement to EG Painting for a term of three (3) Years, with the approval to extend two additional one-year periods, for the cumulative total amount of $541,209.60 for the five-year period.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Awarding a Services Agreement for the Graffiti Abatement bid to EG Painting totaling $541,209.60 for the five-year period; and,

 

B.  Authorizing the City Manager to execute the necessary Documents to include, documents for the two additional one-year extensions; and,

 

C.  Authorizing the Finance Officer to make necessary budget adjustments.

AUTHORITY

Merced Municipal Code Section 8.36.070 - Right of City to remove graffiti.

DISCUSSION

The City of Merced graffiti abatement program’s primary goal is to curtail crime by focusing on vandalism of public property.

 

At the City Council meeting of November 6, 2023, Staff proposed, and City Council approved extending the Purchase Order with Brisco Enterprises, dba. Thunderbird Maintenance, Inc. for up to 3 months for an amount not to exceed $20,365.20 per month spanning from November 1, 2023, through January 31, 2024. The total amount of the Purchase Order changed to $107,523.60. The actual start date was extended to December 2023 due to issues with city bond requirements.

 

At the City Council meeting of March 18, 2024, Staff proposed, and City Council approved extending the Purchase Order with Brisco Enterprises, dba. Thunderbird Maintenance, Inc. for an amount not to exceed $20,365.20 per month spanning from April 1, 2024, through the end the Fiscal Year June 30, 2024. City Council requested a new Request for Bids (RFB) for graffiti abatement services.

 

The City received three RFB responses for the graffiti abatement services. The pricing of the proposals is reflected in the chart below.

The service provider evaluation was based upon:

 

1: Experience & Capacity: The Respondent’s relevant experience in providing the same or similar services; and the availability and capacity to provide service.

 

2: Cost: The total cost of the Respondent’s proposal is important to the City; however, based on the evaluation of the other criteria, the City will not necessarily select the lowest bidder. We will make our selection based on best value.

 

IMPACT ON CITY RESOURCES

EG Painting proposed a monthly cost of $9,020.16, annually $108,241.92.  Funding for graffiti abatement services is included in the FY 24/25 Proposed Budget.
