The Amendments will Allow for the Firms to Continue to Provide Support Services for the City’s Capital Improvement Projects by Increasing Each Contract in the Amount of $1,000,000 for a Total not to Exceed Amount of $1,500,000 for Each Contract Based on the Consultant Hourly Rates Listed Within Exhibit B of Each Respective Agreement for the Period Ending September 6, 2023

Considers approving two (2) amendments to Professional Services Agreements for engineering and design services for the City’s Capital Improvement Projects. The services provided under these agreements will be funded from individual Capital Improvement Project budgets as the projects occur through the contract period ending September 6, 2023, at the hourly rates set forth in Exhibit B of each respective agreement.
RECOMMENDATION
City Council - Adopt a motion:
A. Approving Amendment No.1 to the Professional Services Agreements, for a contract period ending September 6, 2023, with O’Dell Engineering (Civil Design, Engineering and Surveying) and Advanced Mobility Group (Traffic Engineering), to Provide Support Services for the City’s Capital Improvement Projects in a not to exceed amount of $1,500,000.00 for each contract; and,
B. Authorizing the City Manager or Deputy City Manager to sign the necessary documents.

DISCUSSION
On September 7, 2021, the City Council approved contracts with nine (9) different design firms in response to the previously issued Request for Qualification (RFQ) for firms to provide professional engineering services to the City in support of Capital Improvement projects. The contracts had a maximum contract value of $500,000.
Currently, O’Dell Engineering is working on the design for CP-42 and survey Yosemite Avenue from Mansionette to Parsons. The work order for CP-42 is $463,000 and for Yosemite Avenue is $30,000. Advanced Mobility group is working on design of the Olive and R signal and will be working on the CMAQ Traffic Synchronization project which is $324,995.
The amendments to these contracts will allow these consultants to continue their support of Capital Improvement Projects. The amendment amount is valued at up to $1,000,000. The total contract amount for these two firms will be $1,500,000 each. These funds are only used on projects which have funding allocated to them. The amendments are needed due to the number of projects that the Engineering Department is completing. Additionally, many services that are performed by the on-call consultants are more specialized and the department does not have the capability to perform the services in-house. It should be noted that staff anticipates that all the consultants with on-call professional service agreements will need an amendment during the contract period.
