SUBJECT: Introduction of an Ordinance Amending Section 10.28.230 No Parking Zones and 10.32.056, “Passenger Loading Zones - Permanent”, of the Merced Municipal Code
REPORT IN BRIEF
Introducing Ordinance 2553 and considers approving recommendations from the Traffic Committee approving the following: “Addition of no parking on the West side of “N” Street 1.) beginning at the southerly curb of the SW Corner of W. Childs Avenue and N Street, to the northly edge of Reyes Elementary’s North driveway, 2.) at the North Edge of the southerly driveway at Reyes Elementary thence northerly, 3.) additional red curbing starting at the South edge of the southerly Reyes Elementary driveway thence south, and 20 feet north of the Cartmell Drive crosswalk, throughout the crosswalk, and 20 feet South of the crosswalk,” “Addition of no parking on the South Side of 21st Street along the frontage of 1402 E. 21st Street, including street parking and blocking of driveways,” and “Additional passenger loading on the West Side of N Street beginning at the South edge of the Reyes Elementary “N” Street Northerly driveway.”
RECOMMENDATION
City Council - Adopt a motion:
A. Introducing Ordinance 2553, an Ordinance of the City Council of the City of Merced, California, amending section 10.28.230 “No Parking Zones;” and 10.32.056, “Passenger Loading Zones - Permanent”, of the Merced Municipal Code; and,
B. Approving recommendations from the Traffic Committee listed above.

AUTHORITY
This request amends Section 10.28.230 and 10.32.056 of the Merced Municipal Code (MMC).
The California Vehicle Code (CVC) gives a local body (or official) jurisdiction for traffic control devices, provided the devices are installed in accordance with the State Traffic Manual.
CITY COUNCIL PRIORITIES

DISCUSSION
At the meeting of March 8, 2022, the Traffic Committee approved the addition of a no parking zone on the South side of 21st Street.
The Traffic Committee was requested by Fire Chief Parker, who states there has been an increase in near misses with vehicles and pedestrians not stopping to allow for fire apparatus to back in. Vehicles drive around and are not able to see the person assisting with backing.
At the meeting of March 7, 2023, the Traffic Committee approved the addition of three no parking zones and one Passenger Loading Zone on the West Side of “N” Street.
The Traffic Committee was requested by Doug Williams to add no parking zones and loading zones to increase the safety for students and parents using the crosswalks at the intersection while also assisting in slowing traffic during active school zone time frames.
IMPACT ON CITY RESOURCES
No appropriation of funds is needed.
