SUBJECT: Approval of a Project Specific Maintenance Agreement with the State of California for the Gateway Monuments Project, CP230058, to Maintain the Six Monuments Located at SR 59, SR 99, and SR 140
REPORT IN BRIEF
Considers approving the Project Specific Maintenance Agreement with the State of California for the Gateway Monuments Project, CP230058.
RECOMMENDATION
City Council - Adopt a motion:
A. Approving the Project Specific Maintenance Agreement with the State of California for maintenance of the six (6) monuments located on SR 59, SR 99, And SR 140 and within the State Right-of-Way; and,
B. Authorizing the City Manager to execute the necessary documents.

CITY COUNCIL PRIORITIES
As provided for in the 2025-26 Adopted Budget.
DISCUSSION
On October 3, 2022, Council accepted a Cooperative Agreement (10-0549) with the State of California, Department of Transportation (Caltrans) for the planning, coordination, and installation of the Gateway Monuments sign project as part of Governor Newsom’s Clean California Initiative Grant in an amount not to exceed $850,000.00.
In accordance with Cooperative Agreement 10-549, it was agreed that the City and State would enter into a Maintenance Agreement prior to or upon completion of the monuments.
On May 6, 2024, Council awarded the bid to Square Signs, LLC DBA Front Signs in the amount of $515,618 to construct the 2 monuments and 4 signs located on Highway 59, Highway 99, and Highway 140. The project is nearly complete as the contractor works on punch list items.
The maintenance agreement requires the City to maintain the entire structure of the monument by maintaining the overall appearance, mounting hardware, lighting system, and keeping the monuments free from graffiti and overgrowth.
IMPACT ON CITY RESOURCES
No appropriation of funds is needed.
