SUBJECT: Bob Hart Square Fountain Repairs
REPORT IN BRIEF
Review of Bob Hart Square Fountain repairs and potential alternative use as a planter.
RECOMMENDATION
Public Works, Roads, and Infrastructure Subcommittee - Discuss and provide recommendation on the following:
OPTION A: Take no action; staff will complete the existing fountain repair project; or,
OPTION B: Directing staff to pursue Council direction on converting the fountain into a planter.

AUTHORITY
City Council Administrative Policy and Procedure C-8 permits City Council to establish Standing Committees, Subcommittees, and Ad Hoc Committees comprised of less than a quorum of its members.
City Council Resolution No. 2026-12 established the Public Works, Roads, and Infrastructure Standing Committee. The resolution also states that the subcommittee shall operate as an advisory committee to the City Council.
DISCUSSION
On August 19th, a leak detection company inspected the Bob Hart Square fountain by performing an electronic leak detection and pressure testing of the fountain lines. All pressurized lines held pressure, and no leaks were detected. A dye test was then performed in the fountain bowl, which identified several leaks along the bottom edges of the tile structure.
Staff contacted several pool repair companies and received two quotes to repair the fountain bowl. The proposed repair is within the adopted project budget and would involve removing the existing tile, waterproofing the bottom of the fountain, and applying a pebble finish.
Staff has also discussed converting the existing fountain into a planter with a few adjacent businesses. This option has received mixed feedback, with some businesses interested in the planter option. Staff is seeking Subcommittee direction on whether to continue pursuing this alternative use of the fountain; this option would then be brought to the City Council after additional information gathering is completed.
IMPACT ON CITY RESOURCES
No additional funds are needed at this time; there is currently $20,000 budgeted for the repair of the fountain.
