SUBJECT: Ratification of a Statement of Service with Rolfe Construction, Inc. for $95,000 for Project CP260041- Water Main Replacement E Street and 11th Street
REPORT IN BRIEF
Considers ratifying an agreement with Rolfe Construction, Inc. for an emergency water main repair on E Street and 11th Street.
RECOMMENDATION
City Council – Adopt a motion:
A. Ratifying the Emergency Declaration due to the water main breaking and needing emergency repair; and,
B. Ratifying a Statement of Services Contract with Rolfe Construction, Inc. in the amount of $95,000 for an emergency water main repair; and,
C. Approving a Contingency in the amount for $30,000 for unforeseen circumstances discovered during the water main repair; and,
D. Authorizing the City Manager to sign necessary documents.

DISCUSSION
On July 29, 2025, the Public Works Water Department was called out for an emergency to repair a water main leak on E Street between 12th Street and 10th Street. The water main leak caused a brief disruption in water pressure but did not leave any residents without water while the repair was being made, including Don Stowell Elementary.
After reviewing the condition and age of the water main, the City Engineer determined that the repair was only a temporary fix and that the line needed to be replaced before it failed and left the neighborhood, including Don Stowell Elementary, without water.
On July 30, 2025, City Manager, Scott McBride, declared an emergency per Merced Municipal Code Section 3.04.300 which determined that there was an urgent necessity for the preservation of life, health and safety, and property to repair the damaged water main.
Staff solicited quotes from local contractors to repair the damaged water main. The following was the results:
Rolfe Construction Inc. - $95,000.00
Mid-Cal Pipeline & Utilities - $219,800.00
Staff awarded the Statement of Services to Rolfe Construction for the emergency repair and is requesting an additional $30,000.00 for unforeseen circumstances
The following is a proposed budget for the emergency repair:
Rolfe Construction Inc. $95.000.00
Contingency $30,000.00
Engineering, Testing & Inspection $35,000.00
Total $160,000.00
Rolfe Construction started work on August 14th to replace the damaged water main.
IMPACT ON CITY RESOURCES
Currently, Project CP260041- Water Main Replacement has a budget of $140,000. A budget transfer will be prepared to move $20,000 from CP260016 – PTBD Water System Operations to cover the shortage.
