SUBJECT: Introduction of an Ordinance Dealing with Limited Time Parking Lots, On-Street Disabled Persons Parking, No Parking Zones, and Four-Way Stop Intersections

 

REPORT IN BRIEF

Consider recommendations from the Traffic Committee approving the removal of a two-hour time limit on Parking Lot 1A, the addition of two on-street disabled persons parking on K Street at Main Street, the addition of a no parking zone on West Childs Avenue, and a four-way stop intersection at R Street and West Childs Avenue.

 

RECOMMENDATION

City Council - Adopt a motion introducing Ordinance 2472, an Ordinance of the City Council of the City of Merced, California, Amending Sections 10.28.215 “Limited Time Parking Lots-Two Hours”, 10.28.230 “No Parking Zones”, 10.28.275 “Disabled Persons-On-Street Parking”, 10.28.380 “Stop Intersections Designated” of the Merced Municipal Code.

AUTHORITY

This request amends Sections 10.28.215, 10.28.230, 10.275, and 10.28.380 of the Merced Municipal Code (MMC).

 

The California Vehicle Code (CVC) gives a local body (or official) jurisdiction for traffic control devices, provided the devices are installed in accordance with the State Traffic Manual.

DISCUSSION

As a result of the September 13, 2016 meeting, the Traffic Committee approved, by separate action, the removal of the two-hour limit for Parking Lot 1A, as well as the addition of two on-street disabled persons parking spaces along K Street at Main Street. 

 

The two-hour parking limit in place at Parking Lot 1A, also known as Parking Lot No. 1 Extension (see Attachment 2), was requested to be removed by an employee of the Sierra Health Foundation due to employees of nearby businesses parking along Main Street to avoid the current 2-hour parking limit in Parking Lot 1A, taking away from customer parking on Main Street.  The Traffic Committee approved the item, as the removal of the time limit was endorsed by the Main Street Association.

 

Also as a result of the September 13th meeting, the Traffic Committee approved the alteration of existing angled on-street parking to allow for 2 handicap parking spaces.  The property owner of the Valley Health Center and Medical Supply building requested the addition of two on-street handicap parking spaces on K Street at Main Street to better serve customers in the downtown area.  This request was also endorsed by the Main Street Association.

 

As a result of the November 15th meeting, the Traffic Committee approved the addition of a no parking zone on Childs Avenue at R Street, as well as the addition of a four-way stop at the intersection (see Attachment 4).  The no parking zone and four-way stop were requested by the Neighbors United for a Better South Merced group.  The intersection was reviewed by a traffic engineer at Interwest Consulting, and the approval of the four-way stop and addition of a portion of no parking was recommended to the Traffic Committee.

 

IMPACT ON CITY RESOURCES

No appropriation of funds is needed.
