DISCUSSION

Measure V is Merced County’s transportation sales tax that was passed by voters in November 2016.  It is estimated that the measure will generate $15 million in new revenue annually for a total of $450 million through the life of the measure.  As the Local Transportation Authority for Merced County, the Merced County Association of Governments (MCAG) will administer the program.

The purpose of the Citizens' Oversight - Measure V Committee is to provide input on implementation of the Plan, to advise the MCAG Board if and when the Plan needs to be augmented, and to ensure that the funds are being spent in accordance with the Plan.  The purpose of the Citizens’ Oversight - Measure V Committee is to inform the public and to ensure that the Transportation Measure funding program revenues and expenditures are spent as promised to the public.

Robert Tyler was nominated by the City Council at its September 7, 2021 meeting to complete the term of Don Bergman who had resigned after a short time on the committee.

MCAG notified the City Clerk’s Office that Mr. Tyler’s partial term was coming to an end in May but stated he would be eligible for another full term should the Council wish to nominate him to remain as the City’s representative on the Measure V Committee.

The matter of the nomination of Mr. Tyler or to begin a new recruitment is now before the Council
