REPORT IN BRIEF

Considers adopting a Resolution for the Street Name Change #24-01 to rename Catherine A. Hostetler Boulevard to Jema Way, from Bellevue Road  M Street.

 

RECOMMENDATION

A.  Approving a Categorical Exemption for Environmental Review #24-19; and,

 

B.  Adopting Resolution 2024-72, a Resolution of the City Council of the City of Merced, California, Renaming Catherine A. Hostetler Boulevard between Bellevue Road and M Street as Jema Way.

ALTERNATIVES

1.  Approve the request as recommended by staff; or,

2.  Deny the request; or,

3.  Approve, subject to modifications as conditioned by Council; or

4.  Refer back to staff for reconsideration of specific items (specific items to be addressed in City Council motion); or,

5.  Continue to a future City Council meeting (date and time to be specified in City Council motion).

 

AUTHORITY

Government Code Section 34091.1 allows the City Council to adopt a resolution to approve any change or addition to a street name.

 

DISCUSSION

Stonefield Home, Inc., and Baxter Ranches, LLC, are requesting a street name change for Catherine A. Hostetler Boulevard to Jema Way, from Bellevue Road to M Street (see Location Map at Attachment 1). This road is part of the Bellevue Ranch Master Development Plan and goes through portions of Bellevue Ranch West (east of M Street the street name changes to Barclay Way). There are currently no residences or businesses along Catherine A. Hostetler Boulevard.  Final maps have been approved with residential lots created along this road, but they are currently undeveloped and in the process of obtaining a building permit to construct homes on them. Since there are currently no homes or businesses along this road, staff believes it is appropriate to process this request as a consent item (and not have a public hearing), as a street name change at this time would not have a significant impact on the community. Staff reviewed this request and it was determine that there would be no negative effects on emergency services.

 

This request may require updates to at least four final maps (Final Maps #5368, #5377, #5389, and #5394) and possibly more. A certificate of correction is required to update these maps and that is currently being reviewed by Engineering staff. Any street signs that have been installed would need to be replaced by the applicant as required by the City Engineer. This may include obtaining encroachment permits and hiring appropriately licensed contractors to do the work.

 

City Council Action

 

The City Council may adopt the Resolution found at Attachment 2 approving Street Name Change #24-01 to change Catherine A. Hostetler Boulevard to Jema Way, from Bellevue Road to M Street, and approve the Categorical Exemption for Environmental Review #24-19 (Attachment 3).
