RECOMMENDATION

City Council - Adopt a motion:

 

A.  Awarding the Construction Contract for Santa Fe Strip Park Sidewalk Yosemite to Black Rascal, Projects CP220021 & CP230004, to Juarez Brothers General Engineering, Inc, in the amount of $519,879.33; and,

 

B.  Authorizing the City Manager to execute the necessary documents and to approve change orders not to exceed 15% of the total contract.

DISCUSSION

The Santa Fe Strip Park Sidewalk Replacement Project consists of two separate projects.

 

                     Santa Fe Strip Park Sidewalk Yosemite to Black Rascal, Project Number CP220021 was established during the Fiscal Year 2021-2022 as a Measure V Project. The project scope includes:

 

o                     Repairing damaged sidewalk and bike paths, removing diseased trees, relocating irrigation, improving the bicycle access from the current bike path to Yosemite Avenue, and adding ADA access to the bike path. The project limits are along the bike path from Black Rascal to Yosemite Avenue.

 

                     On November 9, 2021, the Traffic Committee heard multiple requested from the public to install traffic calming on Donna Drive near the bike path to improve safety for school age children crossing Donna Drive who attend Rivera Middle School. The Committee made a motion to forward the request for a speed table on Donna Drive at the bike crossing to City Council. June 20, 2023, City Council approved adding Santa Fe Strip Park Speed Table Project CP230004, as in part of the Senate Bill 1 (SB1), also known as the Road Repair and Accountability Act of 2017. The SB1 program provides funding for basic road maintenance, rehabilitation, and critical safety needs for state highways and local streets.

This project scope includes:

 

o                     Adding a speed table on Donna Drive at the Santa Fe Bike Path, replacing curb & gutter, adding access ramps, repairing irrigation, adding a maintenance access road, striping and signage, and restoration. 

 

Due to the projects being in the same geographical location, staff decided to combine the design and construction of these two projects to gain a more competitive price.

 

These projects are located at the Santa Fe Park Strip Park from Yosemite Avenue to the Black Rascal Bike path. It’s also bounded by residential homes and adjacent to Rivera Middle School.

 

Staff prepared plans and specifications, and the project was advertised for bids. Bids were opened on June 10, 2025, with the following results:

CP220021 has an available budget of $416,968, comprised of SB1 and RSTP funding, and CP230004, has an available budget of $145,000, comprised of SB1 and Measure V funding, for combined available budget of $561,968. Staff will prepare a budget transfer of $139,870 from CP260010 (SB1 - Project to be Determined) to cover the shortfall.

 

IMPACT ON CITY RESOURCES

Project CP220021 & CP230004 are established as Capital Improvement Projects funded with SB1, RSTP and Measure V. Staff will prepare a budget transfer of $139,870 from CP260010 (SB1 - Projects to be Determined) to supplement the funding for the project.
