RECOMMENDATION
City Council - Adopt a motion adopting Ordinance 2553, an Ordinance of the City Council of the City of Merced, California, amending section 10.28.230 “No Parking Zones;” and 10.32.056, “Passenger Loading Zones - Permanent”, of the Merced Municipal Code.

AUTHORITY
This request amends Section 10.28.230 and 10.32.056 of the Merced Municipal Code (MMC).
The California Vehicle Code (CVC) gives a local body (or official) jurisdiction for traffic control devices, provided the devices are installed in accordance with the State Traffic Manual.

DISCUSSION
Ordinance 2553 was introduced at the Council meeting of September 5, 2023.
Previous Discussion
At the meeting of March 8, 2022, the Traffic Committee approved the addition of a no parking zone on the South side of 21st Street.
The Traffic Committee was requested by Fire Chief Parker, who states there has been an increase in near misses with vehicles and pedestrians not stopping to allow for fire apparatus to back in. Vehicles drive around and are not able to see the person assisting with backing.
At the meeting of March 7, 2023, the Traffic Committee approved the addition of three no parking zones and one Passenger Loading Zone on the West Side of “N” Street.
The Traffic Committee was requested by Doug Williams to add no parking zones and loading zones to increase the safety for students and parents using the crosswalks at the intersection while also assisting in slowing traffic during active school zone time frames.
IMPACT ON CITY RESOURCES
No appropriation of funds is needed.
