Considers the approval of the Professional Services Agreement with the Merced County Food Bank for a not to exceed amount of $212,300 for ARPA Non-Profit Support Funding.
RECOMMENDATION
City Council - Adopt a motion:
A. Approving the Professional Services Agreement with the Merced County Food Bank for an amount not to exceed $212,300 for ARPA Non-Profit Support Funding; and,
B. Authorizing the City Manager or the Deputy City Manager to execute the necessary documents.

DISCUSSION
History and Past Action
During the December 6, 2021 Public Hearing, City Council approved $1,500,000 for non-profit support funding as part of the ARPA funds allocation. At the April 18, 2022 Council meeting, City Council approved the following non-profit organizations and award amounts.

Current Action
The Merced County Food Bank provides food for low-income Merced residents. During the COVID-19 pandemic, and the resulting loss of jobs, the Merced County Food Bank saw a rise in the number of people they serve; from approximately 300 a day to 1,500 a day. This increase resulted in the Food Bank hiring new positions and the existing staff to work overtime to meet demand.
The rise in personnel costs negatively impacted the Food Bank by depleting their reserves for personnel expenses. Merced County Food Bank will use ARPA funds to recover from the COVID-19 pandemic and rebuild their reserves so they can continue providing food to low-income Merced residents.
Staff is requesting approval of the Professional Services Agreement with the Merced County Food Bank, in a not to exceed amount of $212,300, to assist in personnel costs, and for the City Manager or Deputy City Manager to execute the necessary documents.
IMPACT ON CITY RESOURCES
Funding is available in the ARPA Fund for Non-Profit Support, account number 087-0201-512.29-00.
