SUBJECT: Adopt a Resolution Authorizing the Police Department to Apply for Grant Funds from the California Department of Alcoholic Beverage Control Alcohol Policing Partnership Program Grant
REPORT IN BRIEF
Considers adopting a resolution authorizing the Police Department to apply for grant funding from the California Department of Alcoholic Beverage Control (ABC) Alcohol Policing Partnership Program Grant.
RECOMMENDATION
City Council - Adopt a motion:
A. Adopting Resolution 2026-16, a Resolution of the City Council of the City of Merced, California to apply for grant funding and accept grant funding if awarded, from the California Department of Alcoholic Beverage Control Alcohol Policing Partnership Program; and,
If Awarded,
B. Authorizing the acceptance of the California Department of Alcoholic Beverage Control Alcohol Policing Partnership Program Grant not to exceed $100,000; and,
C. Authorizing the Finance Officer to make any necessary budget adjustments; and
D. Authorizing the use of pooled cash to cover the appropriation until grant funds are reimbursed; and
E. Authorizing the City Manager to execute the California Department of Alcoholic Beverage Control Grant Award Agreement and any other necessary documents.

DISCUSSION
Background
The Merced Police Department (MPD) received this same grant funding multiple times over past years including a current grant that ends on June 30, 2026.
Description
Grant applications are due March 30, 2026.
The grant’s mission is to help agencies expand their present efforts in addressing alcohol-related problems through a comprehensive ABC program that will encompass a wide range of strategies. Those strategies include conducting operations on overtime status with the following operations: Minor Decoys, Shoulder Taps, Party Patrols, Licensee Inspections, Licensee Education, and issuing press releases to inform the community of the results of the operations.
The grant funding offers a maximum of $100,000 for a grant period of July 1, 2026 to June 30, 2027.
The police department plans to apply for up to the maximum of $100,000.
This grant does not require a match of any type (in-kind or cash). It is a 100% reimbursement grant. Funds are first expended by the MPD and then requests for reimbursement are submitted on a monthly basis.
IMPACT ON CITY RESOURCES
Staff is requesting that Council approve applying for the grant up to $100,000. If awarded it will allow the Finance Officer to accept and appropriate the grant.
This item will require five affirmative votes for approval.
