SUBJECT: Adoption of a Resolution Designating the City Manager or Deputy City Manager as the Authorized Agent for the State of California Governor’s Office of Emergency Services

 

REPORT IN BRIEF

Considers adopting a Resolution designating the City Manager or Deputy City Manager as the authorized agent for and on behalf of the City of Merced for Financial Assistance from the Federal Emergency management Agency (FEMA) and the California Governor’s Office of Emergency Services (CalOES) for recovering costs associated with declared emergencies.

 

RECOMMENDATION

City Council - Adopt a motion adopting Resolution 2024-45, a Resolution of the City of Council of the City of Merced, California, designation of authorized agent to file applications and execute documents required to obtain disaster relief assistance.

CITY COUNCIL PRIORITIES

Public Safety, as provided for in the 2023-24 Adopted Budget.

 

DISCUSSION

The State of California, CalOES requires a Resolution authorizing a public entity to submit applications for the purpose of obtaining federal financial assistance, under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. If this Resolution is approved, it will serve as a universal resolution which will be effective for all open and future disasters up to three (3) years following the date of City Council approval. The Resolution designates the City Manager or Deputy City Manager to serve as the City’s Authorized Agent with respect to applications for financial assistance for disasters.

 

Staff requests the City Council approve the resolution designating the City Manager or Deputy City Manager to execute applications for financial assistance from the Federal Emergency Management Agency (FEMA) and the CalOES for recovering costs associated declared emergencies and disasters. The City Council has previously approved similar resolutions and it is in our best interest to update the document regularly to reflect changes in the City Manager and/or Deputy City Manager. This Resolution is being submitted to reflect the change of the City Manager.

 

If approved, copies of the executed Resolution will be forwarded to the Merced County OES, which acts on behalf of the County of Merced in its capacity as the lead agency for the Operational Area.

 

IMPACT ON CITY RESOURCES

There is no General Fund fiscal impact related to submission of the Resolution. The adoption of the updated resolution will allow for the application for reimbursement of state and federal funds specifically targeting disaster response and other expenditures.
